Job Description
This is an internal posting for current South Carolina Highway Patrol (SCHP) officers only. Lateral entry only. SCHP Senior Trooper, Lance Corporal, Master Trooper Troop 9 Multidisciplinary Accident Investigation Team (MAIT), Post C, Coastal Region serves : Allendale, Bamberg, Barnwell, Beaufort, Berkeley, Calhoun, Charleston, Colleton, Dorchester, Hampton, Jasper, and Orangeburg Counties. Serves as an investigator with the SCHP MAIT Coastal Region. Employee is required to investigate and reconstruct complex vehicle collisions. Employee must be proficient in the use of mapping equipment, computers, plotters, printers, and related software used in reconstruction of collisions. Employee is responsible for case preparation and court presentations to the appropriate courts. Employee serves as an expert witness in criminal and civil courts. Employee is responsible for proper operation, maintenance, inventory, care, and safety of assigned Highway Patrol and MAIT Unit equipment. Employee, upon arrival at collisions scenes, works with local Troopers, other agency investigators, and other personnel involved for the purpose of reconstruction of collisions. Employee demonstrates knowledge in all laws governing the operation of vehicles and pedestrian traffic. The employee demonstrates knowledge of division Manual of Operations, department policy directives, and MAIT Unit operational procedures used in governing the actions of the MAIT Unit personnel. Employee must have experience and a thorough knowledge of the duties and responsibilities of the Highway Patrol. The employee must have complete knowledge of South Carolina Motor Vehicle Laws and Highway Patrol / MAIT operations and procedures and have demonstrated an understanding of the principles of collision reconstruction.
Minimum and Additional Requirements
State Minimum Requirements - A high school diploma and experience performing patrol or investigative duties with a public law enforcement agency. A bachelor's degree may be substituted for the required law enforcement experience. Agency Minimum Requirements - Must have at least a high school diploma as well as the following additional requirements : TIME IN GRADE An applicant must have a minimum of three (3) years of continuous Certified Law Enforcement experience and hold the rank of SCHP Senior Trooper, Lance Corporal, or Master Trooper by the closing date of this vacancy. INTERVIEW PANEL Troop 9 MAIT will schedule and conduct an interview and skills assessment of the candidates applying for this LATERAL transfer position on a date to be determined. DISCIPLINARY ACTION Any individual who is currently serving a suspension for disciplinary reasons or pending the outcome of an investigation shall be considered ineligible to participate in the process. An involuntary demotion during the six (6) months preceding this vacancy closing date, shall be considered ineligible to participate in the application and selection process. EMPLOYEE PERFORMANCE MANAGEMENT SYSTEM An individual who has received an "Unsuccessful" rating on the employee's most recent performance evaluation or has received a "Performance Improvement Plan" (PIP), formerly known as a "Warning Notice of Substandard Performance," during the twelve (12) months preceding this vacancy closing date shall be ineligible to participate in the promotion process. PROBATIONARY / TRIAL PERIOD Any individual serving a probationary period shall be ineligible to participate in the process. RESIDENCY Selected applicant must comply with the residency guidelines outlined in South Carolina Department of Public Safety (SCDPS) Policy 300.47 (Residency Requirements for Commissioned Law Enforcement Officers) within four (4) months of the effective date of the LATERAL reassignment. SCDPS Policy #300.47 IV. Residency Regulations D. Personnel assigned to a specialized unit (MAIT, ACERT, etc.) Troopers assigned to a specialized Troop or Unit shall establish a residence within the Troop or Unit of their assigned area of responsibility or, if residing outside of the Troop or Unit of their assigned area of responsibility, at a location that will allow them to respond to the county in which their assigned Troop or Unit office is located within 45 minutes. IV. C. Troop / Unit / Commanders are responsible for determining compliance with this policy and shall approve or deny requests to reside outside of the area of assignment.
Preferred Qualifications
Employee must have experience and a thorough knowledge of the duties and responsibilities of the Highway Patrol. The employee must have complete knowledge of South Carolina Motor Vehicle Laws and Highway Patrol / MAIT operations and procedures and have demonstrated the understandings of the principles of collision reconstruction. The knowledge, skills, and abilities needed are normally acquired through Patrol School Training and Collision Reconstruction courses. Additional skills and experience are acquired through in-service and skill seminars. The employee receives verbal and written instructions from Sergeant and / or Corporal on a routine basis through memorandums, rules, regulations, and policies of the Department. The employee must be able to make independent judgements on a daily basis. Employee may have overnight travel on specials, seminar training, and call-outs for major incidents.
