As a catalyst for equity, the Program Manager will focus on being a key contributor toward the success and progress of SafeRx Santa Cruz County (SafeRx) - a local substance use safety coalition. Some key duties and responsibilities for this role include :

Core Functions :

Build and engage cross-sector stakeholder / community partner relationships both within Santa Cruz County and within the regional Central Coast

Manage and pursue grant funding, program planning, and implementation of programs and services that advance health equity in Santa Cruz County and neighboring counties.

Lead collaboration with leadership and finance teams to develop, track, and manage complex program budgets.

Perform multi-grant management tasks to ensure compliance with grant requirements, deliverables, and ensure reports are submitted according to funder deadline(s).

Supervise, mentor, and delegate tasks to student interns and AmeriCorps VISTAs as appropriate.

Support and regularly attend core HIP convenings, including, but not limited to, bi-weekly HIP staff meetings, HIP Council, the HIP Annual Community Forum, and the HIP Annual Board Meeting.

Assigned Program Functions :

Lead SafeRx’s programmatic visioning, design, development, and sustainability efforts.

Execute successful delivery of SafeRx coalition efforts, which include, but are not limited to : program planning, grant writing, budget management, advancing multiple coalition initiatives, fulfilling complex grant requirements, reporting and deliverables, and managing multiple timelines.

Oversee the SafeRx coalition programmatic team, activities, and project management of collaboratives, convenings, learning sessions, webinars, and electronic newsletters.

Lead the development and dissemination of both clinical and non-clinical / community SUD, MAT, substance use prevention, and harm reduction education, curricula, presentations, and materials for youth and adults.

Serve as a subject matter leader in SafeRx’s programmatic areas of focus, often researching and staying abreast of health policies, issues, guidelines, evidence-based strategies, and best practices in the field.

Qualifications

Minimum education : Bachelor’s degree OR commensurate years of experience in a related field (3-5 years).

Preferred : Master’s degree in Public Health, Public Policy, Business / Public Administration, Nursing, Social Work or related field.

Minimum three years of project / program management experience of high complexity in healthcare and / or an equivalent combination of graduate education and experience.

Experience working in the areas of SUD, mental / behavioral health, harm reduction, stigma reduction, substance use prevention, and clinical and non-clinical / community adult and / or youth education.

Individuals with lived experience in substance use prevention and / or recovery or with behavioral health systems of care (delivery or service receipt) are highly desirable.

Experience with coalition building, stakeholder management, and engagement.

Experience working in a multi-disciplinary, cross-cultural healthcare work environment.

Knowledge of healthcare entities, community-based organizations, and social service organizations in Santa Cruz County.

Demonstrated competency with quality improvement, project analysis, reporting, and delivering presentations.

Proven ability to effectively lead and manage multiple, long-term, complex projects and budgets while working on a collaborative team.

Proficiency in Microsoft Office and G-Suite, including advanced skills in Excel and PowerPoint.

Proficiency in utilizing virtual meeting platforms like Zoom (meeting, webinar, etc.).

Some knowledge of visual design and marketing to support the development of programmatic and education-related materials.

Professional writing skills in English.

Event planning and organizing experience.

Reliable transportation and willingness to travel in and out of the tri-county area (Santa Cruz, San Benito, Monterey counties).

Compensation and Classification

​ To continue our commitment to equity – and because we understand that salary negotiations inherently have an unfair bias – we do not participate in a salary negotiation process for candidates. The Program Manager role corresponds to level 3A, with an annual salary of $83,388.76. This position will report to HIP’s Programs Director. On the first year of employment, full-time staff members accrue 21 days of PTO.

Candidates must be authorized to work for any US employer. Unfortunately, we are unable to support visa sponsorship at this time. This is a limited-term, grant-funded full-time position with potential for renewal. An FTE re-evaluation based on funding availability will take place on February 28, 2027. Candidates based in Santa Cruz County and surrounding counties are preferred and encouraged to apply.
