Summary

King County's Department of Community and Human Services (DCHS) provides equitable opportunities for people to be healthy, happy, and connected to community.

The Performance Measurement and Evaluation (PME) unit is seeking to recruit an evaluator to support the Best Starts for Kids Child Care strategies . This position is centrally located within the PME unit of the DCHS Director's Office. PME is composed of a team of approximately 48 dedicated program evaluators and data analysts who work with program staff and providers to develop frameworks for understanding the outcomes and equity impacts of DCHS programs . PME collaborates with program staff and community partners to develop frameworks and performance measures, analyze program outcomes, and promote continuous quality improvement. PME fosters a culture of data-driven decision-making and organizational learning to advance equity and improve services by sharing findings through reports and dashboards.

The evaluator will support the Child Care strategies within Best Starts for Kids . In 2022, Best Starts for Kids launched the new Child Care Subsidy Program, dedicating more than $160 million over six years to ease the cost of care for King County families ineligible for existing subsidy programs. The Child Care Subsidy Program has served over 2,000 children aged birth to 12 and their families each year. The Child Care Worker Wage Boost Pilot invests over $25 million in additional compensation to a cohort of child care workers through 2027. The Wage Boost Pilot anticipates reaching 1,400 workers who received additional compensation as a wage boost every three months that they remain in the Pilot.

This position is expected to provide a range of supports, including performance measurement, quantitative and qualitative analysis, and data presentation and reflection . In addition to this reporting, the strategies collect and analyze additional process and outcome measures for regular reflection and learning.

Job Duties

As an evaluator, you will :

  • Design equity-centered performance measurement plans with community-based organizations to support learning and continuous quality improvement.
  • Develop data collection tools using a variety of methods, such as surveys, interviews, narrative reporting, focus groups, and reporting spreadsheets.
  • Provide technical assistance and support to partners in collecting, reporting, analyzing, and making meaning of data.
  • Manage and analyze both quantitative and qualitative data using appropriate statistical methods and data cleaning and validation tools.
  • Design, manage, and conduct analyses and evaluation projects in collaboration with community-based organizations, program managers, and / or external evaluators.
  • Lead data-driven conversations based on analyses and reports with King County division staff and / or community-based providers.
  • Develop reports, dashboards, presentations, and other visual tools to support the use of data in decision making and storytelling.
  • Contribute to annual reports and briefings for policy makers, department leadership, provider agencies, and community members.
  • Actively contribute to the furthering of anti-racist work and equity and social justice initiatives within and across divisions and units.

Experience, Qualifications, Knowledge, Skills

WE ARE LOOKING FOR CANDIDATES WHO HAVE :

  • Demonstrated knowledge of equity and social justice principles and practices and ability to apply this knowledge to all areas of the work, including methods, analysis, results interpretation, and dissemination.
  • Demonstrated experience working with social, health, or human services projects in designing and implementing real world performance measurement, including quantitative and / or qualitative approaches.
  • Demonstrated ability to work across diverse perspectives to present analyses, find common themes, and identify relevant and actionable findings from performance measurement and evaluation.
  • Strong oral and written communication skills, including making formal presentations to a range of audiences, and describing evaluation concepts to partners who have varying degrees of experience in data and evaluation.
  • Demonstrated ability to form and maintain meaningful relationships with internal and external collaboration partners.
  • Ability to clean, validate, and analyze data using at least one statistical software or programming application, such as R, STATA, SAS, Python, SQL, , etc.
  • Experience with or interest in learning data visualization tools, such as Tableau or visualization packages within R.
  • DESIRED QUALIFICATIONS

  • Background or experience in child care programming and / or policy.
  • Experience with qualitative analysis using tools such as Dedoose, NVivo, MAXQDA, or ATLAS.ti.
  • Experience utilizing a Results-Based Accountability framework.
  • ADDITIONAL POSITION INFORMATION :

  • This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather.   • The PME team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The onsite locations are Chinook, 401 5 th Ave, Seattle, WA 98104 and 645 Andover Park W, Tukwila, WA 98188. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  • King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

  • This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8am - 5pm.
