About this Role :

The Section Chief, Policy & Operations will act in a "chief of staff”-like role for the Health Care Financing Deputy Director’s Office – leading a small team of analysts to provide executive-level policy analysis, support strategic decision-making, and improve program operations. Health Care Financing at DHCS designs how we pay health care providers and health plans to economically and efficiently purchase health care services and align financial incentives to improve outcomes. Health Care Financing has over 300 staff and directs payment policy totaling over $150 billion annually for 15 million Californians.

The candidate must bring strong technical expertise to guide and mentor staff in producing high-quality quantitative analyses—such as fiscal models and cost-benefit evaluations—and distilling complex findings into clear, concise, and executive-ready written products. Familiarity with state and federal health care policy, particularly Medi-Cal / Medicaid, is preferred. However, candidates with robust analytical experience in other policy areas—such as social services, education, energy, or transportation—who are eager to learn and apply their skills to health care financing are encouraged to apply. The ideal candidate will bring professional experience and possess the analytical and technical skills typically acquired through graduate-level training in Public Policy, Public Health, Economics, or a related field.

This recruitment is for the inaugural Section Chief, offering the exciting opportunity to recruit and build out a new policy team. Furthermore, the Section Chief will lead the modernization of an existing administrative services unit to better support the Deputy Director’s Office and operating divisions.

Working Conditions

This position offers a hybrid work schedule as outlined in the telework information section below; the amount of telework is based on the operational business needs. Beginning July 1, 2025, pursuant to Executive Order N-22-25 issued March 3, 2025, and California Department of Human Resources (CalHR) Statewide Guidance issued March 13, 2025, DHCS team members generally will be required to report in-person a minimum of four days per week unless exempted / excepted.
