Finance, Budget, and Planning Manager

King County Parks is seeking an energetic and motivated people leader to manage the division's Finance, Budget and Planning section. This position, part of the Parks Leadership Team, reports to the Division Director and is responsible for overseeing budget development, business planning, levy (rate) planning, contract and procurement management, financial monitoring and policy compliance, accounting, fiscal administration, financial systems reporting, payroll, and other administrative support functions. This position performs work remotely and onsite.

The Finance, Budget, and Planning section leads financial forecasting and strategic planning for the successful development and implementation of the Parks, Trails, and Open Space Levy. It also supports key functions like biennial budget development, business planning, accounting, payroll, procurement, and contract administration, all vital to the growing Capital Improvement Program (CIP).

What You Will Be Doing :

  • Manage the Finance, Budget, and Planning section of the division, providing leadership and supervision of section staff.
  • Oversee the development, implementation, and administration of long-range financial planning and forecasting, including the Parks Levy financial model and other financial plans.
  • Provide financial direction, strategic planning, and policy recommendations using an equity and social justice lens.
  • Oversee the development, implementation and oversight of division's business plan and biennial budget process.
  • Manage the division's financial tracking and reporting systems, including the oversight of the division's accounting functions and other control and administration activities.
  • Be a partner in supporting the delivery of the Parks Capital Improvement Program (CIP) through procurement planning and comprehensive contract administration expertise.
  • Present budget, financial, procurement, policy, and legislation / legal information to a variety of audiences, including division leadership and staff, executive and legislative staff, auditors, and external stakeholders as needed.
  • Manage and provide oversight of the division's interactions with the Parks Levy Oversight Board.
  • Manage division relationships with county central service agencies such as Information Technology, Finance & Business Operations, Performance, Strategy & Budget Office, Risk Management and Prosecuting Attorney's Office.
  • Work with department and division leadership and colleagues in the identification of strategic imperatives and facilitate the prioritization of initiatives and resources.
  • Participate as a member of the division's senior leadership team in planning and implementing overall division objectives and support the delivery of the Parks mission.

Qualifications You Bring :

  • A minimum of five (5) years of work experience in public sector budgeting, accounting, administration, and finance.
  • Experience supervising or leading large teams overseeing financial functions, especially in a remote setting.
  • Contract / procurement oversight experience.
  • Experience making presentations and participating in high profile negotiations involving multiple stakeholders.
  • The ability to communicate effectively and present information to a variety of diverse audiences using a range of communication platforms.
  • Working knowledge of generally accepted financial, accounting, budgeting, procurement, contracting, auditing, administration and internal control principles and techniques, continuous improvement, data collection and reporting systems.
  • Ability to make decisions in a timely manner under tight deadlines and pressure.
  • Demonstrated experience managing all individuals equitably with a focus on employee engagement and development.

  • Demonstrated experience in supervising and mentoring other managers or supervisors.
  • Experience developing, planning, and administrating voter-approved levies or funding strategies.
  • Demonstrated experience leading and implementing change management initiatives to drive organizational change.
  • Working Conditions :

  • Remote and Onsite Work Details : Employees in this role work remotely from a home location, with onsite reporting requirements typically two (2) day per week. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of Green Where We Work.
  • Remote Work Location Requirement : Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
  • Work Schedule : This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
