Job description

The office of Senate Counsel, Research and Fiscal Analysis (SCRFA) is accepting applications for a Fiscal Analyst assigned to the Higher Education Committee and Labor Committee.  The anticipated start date for this position is in December 2025.

SCRFA is a nonpartisan office that serves all members of the Senate.  In this nonpartisan position, the successful candidate will be expected to remain free from political party affiliation, bias, or designation for the duration of the appointment.  The credibility and reputation of this office depend on maintaining its nonpartisan status.

Salary :   The full starting salary range for this position is $78,976 -$136,671 with salary level within this range commensurate with experience.  The Minnesota Senate uses a comprehensive salary calculator to determine starting salary for new hires.  A salary premium is applied to the salary range minimum based upon how an applicant’s work experience aligns with the job responsibilities.  Future salary movements may occur based on Senate policy, tenure, and work performance.

Telework :   This position works on-site in the Minnesota Senate Building and Minnesota Capitol during the legislative session. When the legislature is not in session, flexible hybrid options may be available.

Days of Work / Hours :   Monday-Friday / 8am-5pm. This position requires long and irregular hours and the ability to meet tight deadlines during the legislative session (typically January through May), including evening and weekend work. Additional paid time off will be available.

Position Summary :   The Fiscal Analyst assists the Senate with the development and analysis of budget decisions. The Fiscal Analyst will work independently and, in a team to support the work of a budget committee. This position is responsible for research, development, and analysis of objective fiscal, budgetary, and programmatic information to support committee, member, and budget decisions. The incumbent works in coordination with the Principal Fiscal Analyst.  The Fiscal Analyst will be assigned to the Higher Education Committee and the Labor Committee.  Each committee team will be comprised of the Fiscal Analyst and a counsel who will work closely together.  During legislative session this position will be expected to work longer hours and possibly weekends but will have the ability to earn additional paid time off.  For more information about the position, please read the position description here.

Minimum Qualifications :

Experience with quantitative and analytic skills, including experience analyzing budgets or other financial information, data modeling, presentations, and;

Extensive experience in spreadsheet preparation (i.e. Microsoft Excel); and

Experience in policy analysis in a private or public setting, and;

Ability to work in a nonpartisan capacity, supporting all members and staff regardless of party affiliation or position, and;

One of the following :

A master’s degree in public policy, economics, finance, or a related field, OR

A bachelor’s degree in public policy, economics, finance, or a related field plus five years of relevant professional work experience in the field.

Desired Skills :

Skilled communicator, both orally and in writing, and a capable public speaker.

Ability to adapt to changing priorities.

Ability to manage multiple projects at the same time.

Ability to identify issues, solve problems, and think creatively.

Experience with the legislative process.

Skills To Possess or Develop :   The Fiscal Analyst will need to possess or develop a variety of skills to successfully perform the role of the position.  SCRFA will assist the Analyst to enhance and develop the following skills to successfully perform the position :

Present information to a variety of individuals clearly and concisely, both orally and in writing, and accommodates new accessibility requirements.

Establish and maintain effective working relationships with legislators, partisan and nonpartisan legislative staff, state agency staff, and others.

Maintain composure and work cooperatively under the pressure of tight deadlines and long hours during the legislative session.

Develop a deeper knowledge of the legislative process.

Read, understand, and draft legislation.
