Job description

Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project, funded by the U.S. Department of State (DOS) and PEPFAR, that provides strategic technical support and direct service delivery to achieve HIV epidemic control; strengthen global health security (GHS), including outbreak response; and improve maternal, newborn and child health (MNCH), nutrition, and malaria outcomes. Across these health areas, EpiC builds resilient health systems by equipping governments to effectively manage, deliver, and finance service delivery. We are currently seeking qualified candidates for the position of : Program Officer II, EpiC to support our global portfolio of US Government funded health projects.

Job Summary :

The Program Officer II (PO) is primarily responsible for providing programmatic, operations, and administrative support to the EpiC project. The PO will provide support to cross cutting management tasks at the EpiC HQ level. This includes maintaining project trackers and supporting HQ-level coordination of contractual deliverables, work plans and no-cost extensions submitted to our donor. In addition, they will perform program management support tasks for select core-funded activities and core partner sub-awards and deliverables.

Accountabilities :

Coordinates routine project meetings and webinars (sending out invitations, collaboratively developing agendas and collecting presentations).

Support processing of payments for HQ-paid subawards and purchase orders

Prepare and submit monthly FFATA report to CMS on behalf of all of EpiC

Reviews purchase orders in the finance system of record (HQ only).

Coordinates the provision of technical, strategic information and management support to established programs, e.g. managing employee and consultant hiring process including recruitment, interviewing, and development of scopes of work and RFA / RFQ / RFPs.

Serve as onboarding champion for EpiC HQ and conduct new hire onboarding on department procedures and administrative processes.

Maintains and updates project tracking sheets for deliverables, contracts, and accruals, as well as maintain project files

Manage and maintain EpiC distribution lists and listservs

Support maintaining project files on SharePoint

Assist in ensuring document management site is used appropriately by project team.

Reviews expense reports and invoices prior to management approval.

Applied Knowledge & Skills :

Full understanding of project / project management concepts and practices. Basic knowledge of the technical area of the project.

Task level knowledge.

Working knowledge of concepts, practices, and procedures with project design. Excellent oral and written communication skills.

Strong and demonstrated project / project management skills. Ability to problem solve and implement corrective action as needed.

Ability to prepare reports and provide information to management in a timely matter.

Articulate, professional, and able to communicate in a clear, positive fashion with funder and staff.

Uses cost benefit / risk assessment with selecting methods and techniques to determine appropriate action.

Supervision Given / Received :

Receives little instruction on routine work. Receives methods and procedures on new projects or assignments.

May provide guidance to other lower-level personnel. Will report to a Manager, Associate Director, or Director.

Education :

Bachelor's Degree or its International Equivalent in Health, Nutrition, Social Science or Related Fields

Project management certification preferred.

Experience :

4+ years of relevant experience with projects management principles and practices.

Prior work experience in a non-governmental organization (NGO), government agency, or private organization.

International Program Development or program management experience working on health projects preferred.

Professional proficiency in French or Spanish strongly preferred

Prior work on US Government-funded projects strongly preferred

Prior experience working with Costpoint preferred

Prior experience with procurement processes preferred

Ability to sit or stand for extended periods of time. Ability to lift / move up to 5 lbs.

The expected US Based hiring salary range for this role is listed below. Candidates FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to : relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.

Base salary is only one component of our offer. FHI 360 contributes 7% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours / week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

US Based Hiring Salary Range : USD $64,000 - $76,000 annual

International hiring ranges will differ based on location
