Posting Expires : 10 / 17 / 25 Salary Range : $88,654.45-$130,189.06 General Description and Classification Standards : The City of Atlanta seeks a highly motivated Transit Policy Leader with excellent communication, organizational, and technical skills to support delivery and coordination of the More MARTA transit program. The Transit Policy Leader will coordinate between the Mayor’s Office, ATLDOT, and other City departments to advance planning, design, and construction of the $2.6B More MARTA transit expansion program and serve as the designated City counterpart to MARTA leadership on the More MARTA program. The Transit Policy Leader must possess a unique blend of technical skills and leadership / management experience to support the City of Atlanta in advancing the More MARTA program. The Transit Policy Leader will report to the Mayor’s Office and will work alongside City department leaders / commissioners to ensure necessary support and resources are identified to support program delivery. The ideal candidate has a strong transit and transportation capital project delivery background and extensive experience working with key stakeholders, elected officials, and City leadership Supervision Received : Essential Duties and Responsibilities : These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. Develops program analysis and project briefings for City department leaders and executive leadership Represents the City of Atlanta in coordination with MARTA and external partners, as well as in public settings and engagement opportunities Collaborates with external partners and develops strategies to pursue state and federal funding for transit projects Develops relationships with key internal and external stakeholders to share project information and solicit necessary feedback Leads coordination between City of Atlanta departments to support decision making and foster collaboration to resolve complex challenges and streamline project delivery Provides technical support, policy guidance, and recommendations to City leaders and elected officials to develop consensus and support decision making Represents the City of Atlanta in More MARTA program procurement-related decisions for all goods and services Develops and reviews legislation to support program delivery and advance City transit policy interests Ensures City and MARTA adherence to program legislation and decisions made through program governance structures. May perform other duties as assigned. Knowledge Skills and Abilities : This is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully, it is not an exhaustive list. Demonstrated proficiency in a wide range of managerial functions necessary to operate a major infrastructure program, including planning, forecasting, budgeting, community relations, program development, implementation, and delivery. Demonstrated knowledge of transportation and mobility topics such as; Street design, engineering, and construction Planning and zoning Right-of-way activities and property acquisition Dedicated and priority bus lanes Public transit operations Green and complete streets Sidewalk construction and maintenance Utility coordination and relocation Signal technology Regulatory environments Grant administration, and finance, and compliance. Demonstrated knowledge of federal funding requirements and processes in transit, transportation, and infrastructure sectors. Exceptional relationship management skills. Knowledge and experience in transportation project development and implementation, including transportation safety, complete streets, transit priority and operations. Ability to communicate transportation planning objectives and build consensus among diverse internal and external groups in a way that aligns with the City’s focus on Vision Zero and promoting sustainable and active modes of transportation. Minimum Qualifications : Education and Experience Bachelor’s degree in civil engineering, city planning, public affairs, public policy, construction management or in a related field, and At least 5 years of experience in transportation planning, civil engineering / design, or construction management. Through experience working in Atlanta and other major U.S. cities, the transit policy leader supports articulating the City’s transit vision that aligns with the four pillars of the Dickens Administration and ATLDOT’s mission Experience managing complex municipal projects of similar scale. Experience navigating complex multi-stakeholder dynamics, internally and externally, with experience collaborating effectively with senior department-level leadership, delivering public presentations to elected officials, and engaging with the community. Experience overseeing a project or program management office in a government context. Experience in public outreach, engagement and stakeholder coordination. Experience in managing staff and coordinating across departments to deliver complex projects on-time and on-budget. Experience with USDOT and GDOT policies and processes. Experience developing briefings for senior leadership to facilitate decision-making and buy-in. Preferred Requirements – The ideal candidate has a Masters degree in City Planning, Civil Engineering, Construction Management, and 8 to 10 years of experience in transit or transportation planning, design, and / or construction management. Work Environment : Required physical and sensory capabilities to perform the job successfully. Typical environmental conditions associated with office work and in-person reporting as least 2-3 days per work. May require occasional field / site visits.
