We are seeking a highly skilled Preconstruction Manager / Estimator to lead budgeting, estimating, and coordination efforts from pursuit through construction handoff. This role is instrumental in driving cost-effective solutions while maintaining project quality, compliance, and profitability.

Estimator Key Responsibilities

General Preconstruction Duties

Maintain relationships with subcontractors and suppliers (minimum of 3 per region / trade).

Develop expertise in General Commercial, Multi-Family, and TI / Renovation project types.

Build and manage pricing catalogs and maintain accurate cost databases by region.

Ensure accuracy in estimates, bid documentation, and feasibility evaluations.

Monitor market trends, material pricing, labor rates, and cost fluctuations.

Pursuit & Client Engagement

Lead and participate in client / design meetings, RFQ / RFP responses, and design-bid-build or fixed-price pursuits.

Establish conceptual and fixed budgets during early design phases.

Develop strong networks with designers, subcontractors, and vendors across regions.

Estimating & Cost Management

Review plans, specifications, and documents to define scope and identify missing information via RFIs.

Perform detailed takeoffs using Bluebeam or similar tools.

Develop unit pricing based on historical data, market conditions, and subcontractor input.

Level bids, compare quotes, and ensure alignment with project scope.

Account for building codes, ADA / fire / seismic codes, permit fees, and regulatory costs.

Integrate safety, environmental, and OSHA-related expenses into estimates.

Propose value engineering and cost-saving solutions without compromising scope or quality.

Maintain and update project estimates throughout all design phases (Conceptual → GMP).

Risk, Schedule, and Coordination

Assess and price risks related to site conditions, labor, logistics, weather, and material availability.

Conduct preliminary Job Hazard Analyses and align with Safety Director to integrate job-specific safety costs.

Develop procurement and preconstruction schedules aligned with operations and design development.

Coordinate with Project Managers and Superintendents to optimize labor, logistics, and schedule outcomes.

Participate in contract review and negotiation of subcontractor and supplier agreements.

Documentation & Handoff

Prepare and submit formal bid proposals with clear assumptions, exclusions, and breakdowns.

Participate in project handoff meetings, clarifying GMP scope, budget details, and contract requirements.

Maintain updated logs : subcontractor prequalification, lessons learned, bid tabulations, and scope issues.

Track and report cost changes throughout the design phase and update owner-facing budgets accordingly.

Post-Construction Feedback

Collaborate with operations to gather lessons learned post-project.

Analyze final project cost changes, subcontractor CCOs, and owner PCCOs for continuous improvement.

Estimator Requirements

3+ years of experience in estimating or preconstruction within commercial or multifamily construction.

Proficiency in Bluebeam, Microsoft Excel, and construction management software (Procore preferred).

Strong understanding of construction methods, materials, and regional building codes.

Excellent communication and negotiation skills across teams, clients, and vendors.

Ability to manage multiple deadlines and work collaboratively across departments.
