Capital Projects Supervisor

In addition to the current opening, this recruitment may be used to establish a pool of qualified candidates to fill future Capital Project Manager IV positions within the Water and Land Resources Division (WLRD) or throughout the Department of Natural Resources & Parks (DNRP) over the next six (6) months.

This position will supervise up to six (6) staff including capital project managers and the Computer Aided Design and Survey staff who work on a wide range of projects and programs within the work unit and the Capital Section. Projects include flood mitigation, detention and water quality facility repair or retrofit, feasibility projects, and regional stormwater facilities. The Capital Projects Supervisor is a working supervisor position, with an expectation to work 50% of time on capital projects in a project management and / or technical role and 50% of time in supervision / leadership.

As a leader in our organization, the individual in this position will provide guidance and mentorship to teams and individuals, help set performance metrics, assist with Unit work planning, work closely with project managers to create highly functioning teams, and bring a positive attitude and energy to set a tone of excellence and continuous learning where all team members are valued. The Capital Projects Supervisor will also serve as a technical expert and support other programmatic activities within the Stormwater Capital Unit, including management of the feasibility program, process improvements, team building, and workload planning.

This position follows a hybrid work model, blending remote and in-person work.

The Stormwater Capital Unit (SCU) designs, permits, implements and monitors stormwater projects across King County that address flow control, water quality, and aged or outdated infrastructure. SCU has a multidisciplinary staff of engineers, project managers, a landscape architect, and ecologist with experience in project feasibility, project planning and design, regulatory management, construction procurement and supervision, and project effectiveness monitoring.

We are looking for a compassionate, resourceful and technically skilled team leader who can support our multi-disciplinary teams to advance high priority stormwater projects within the newly formed Capital Section. The ideal candidate is someone who can effectively build project teams and mentor engineers and project managers under their supervision. Additionally, the most successful candidates will have demonstrated experience with stormwater infrastructure project management, capital project delivery, work well with diverse teams, and collaborate effectively with internal and external partners. Job Duties

What You Will Be Doing :

  • Provide direct supervision, technical oversight, and quality control to an interdisciplinary team of capital project managers and survey / CAD staff for the implementation of stormwater capital improvement projects. Supervisory duties include hiring, performance management, career development, coaching and mentoring, and fostering a work culture where staff feel valued and not over allocated.
  • Manage capital projects and / or provide technical support to capital projects.
  • Collaborate with Stormwater Capital Unit Leadership Team to nurture team culture and plan / prioritize work assignments.

Experience, Qualifications, Knowledge, Skills

Qualifications You Bring :

  • Bachelor's degree in civil engineering, environmental engineering, water resources, environmental science, natural resource management, urban / regional planning, or any combination of education and experience that clearly demonstrates the ability and skills to perform the core work duties of the position.
  • At least five (5) years' experience as a technical lead on capital projects.
  • Demonstrated experience managing capital projects.
  • Demonstrated ability to balance multiple assignments with discipline, time management, and organization.

  • Licensed Washington State professional civil engineering (P.E.) or licensed in another state with the ability to obtain Washington State license through reciprocity.
  • Advanced knowledge of stormwater design principles and capital project delivery (planning, design and construction).

  • Supplemental Information

    Working Conditions :

  • Remote and Onsite Work Details : Employees in this role work remotely from a home location, with onsite / field reporting requirements on Day 1 (orientation day) and typically 3-6 days per month. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of Green Where We Work.
  • Remote Work Location Requirement : Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
  • Work Schedule : This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
  • Union Representation : This position is represented by PROTEC Local 17A.
  • Necessary Special Requirements :
  • Valid Washington State driver's license or the ability to obtain one prior to starting work if selected for this position.
  • The final candidate will be required to successfully pass a pre-employment physical.
  • Physical Requirements : This position requires the ability to conduct physical site inspections and evaluations, including in times of inclement weather conditions. There is often a need to walk on uneven terrain, for extended periods of time. Field conditions include brushy, forested environments, river, stream and wetland corridors, and slippery, uneven surfaces and adverse outdoor weather conditions. Work tasks also may include in-water situations involving wading and the use of rafts. Ability to work long hours outside conducting field work and occasionally in inclement weather is necessary.
