Location : Heavy travel with extended project assignment in Abilene, TX (remote between assignments)
Travel : 75–100% domestic travel; relocation assistance available for extended assignments; valid REAL ID (or passport) required for air travel

Job Summary
The MEP / Construction Owner's Representative (OR) acts as the owner's point-of-contact and on-site advocate from pre-construction through turnover, ensuring the facility's MEP (mechanical, electrical, plumbing), fire protection, controls / BMS, and supporting building systems are designed, procured, installed, integrated, commissioned, and documented to meet the owner's requirements for scope, schedule, budget, operability, and maintainability.
The MEP / Construction OR oversees the entire commissioning process (L1–L5), coordinating stakeholders, resolving issues, and verifying prerequisites to ensure successful execution and turnover.
Essential Functions
a) Serve as the owner's primary representative with GC / CM, A / E, trade partners, OEMs, facility operations, and AHJs; lead / participate in OAC, coordination, and readiness meetings.
b) Maintain a proactive issues / risk log; escalate schedule, cost, and technical risks with mitigation plans aligned to owner priorities.
c) Champion clear, data-driven communication (technical and non-technical) across all parties; curate owner updates and decision logs.
a) Review design criteria, drawings, and specifications (HVAC, power distribution, emergency generation / UPS, grounding, lighting, plumbing, fire protection, BMS / controls) for constructability, operability, and maintainability; resolve clashes early via BIM / coordination.
b) Support procurement strategy for long-lead MEP equipment; verify factory documentation, submittals, and vendor plans flow down owner requirements.
c) Align QA / QC and commissioning requirements in project documents so expectations are contractual and traceable.
a) Provide daily / weekly oversight of MEP and general building trades to verify installations meet drawings, specifications, codes, and manufacturer requirements.
b) Enforce coordination plans and above-ceiling / MEP routing decisions; confirm access clearances, labeling, and maintainability are preserved as-built.
c) Monitor schedule interfaces and system integration sequences; initiate recovery plans when needed.
a) Coordinate development / review of MEP-critical MOPs (energization, generator / HVAC tie-ins, shutdown windows), ensuring protection of live environments and compliance with owner / site policies.
b) Reinforce HSE policies (e.g., NFPA 70E, LOTO), and confirm pre-energization prerequisites and settings management are satisfied by the delivery team.
a) Oversee the full commissioning process from L1 through L5, ensuring all systems are tested, documented, and accepted per owner requirements.
b) Coordinate with the Commissioning Authority / Program on scope handoffs, tagging / progress reporting, and Cx schedule alignment.
c) Ensure pre-functional checklists, startup prerequisites, vendor O&M, settings, and test reports are complete and organized.
d) Maintain a punchlist / action tracker through closure and drive resolution of commissioning issues.
e) Support integrated systems testing and final acceptance procedures, ensuring all commissioning documentation is archived for turnover.
a) Maintain field document control for drawings, RFIs, submittals, test / inspection records, equipment lists, and change orders; produce concise owner reports with schedule / cost / quality status and decisions required.
b) Use common tools (Procore, BIM 360 / ACC, Bluebeam, MS Project / P6, Excel / PowerPoint / Teams) for traceability and dashboarding.
