Position Summary

Under the direction of the Associate Vice President (AVP) for Federal Governmental Relations, the Director of Tax, Immigration and Innovation has primary responsibility for lobbying, subject matter expertise, analysis and political strategy related to tax, immigration, labor, economic development, intellectual property, technology transfer and commercialization, capital assets and infrastructure, contractor management, and other identified issue areas. The Director supports UC’s broader federal relations objectives, coordinating across system‑wide stakeholders and external partners.

Responsibilities

  • Advocacy (50%) – Serve as a primary federal lobbyist, engage with Congress, executive branch officials, and federal agencies, develop legislative strategies, draft congressional testimony, and represent the university at advocacy events.
  • Outreach & Engagement (40%) – Act as liaison with federal partners, track regulatory developments, coordinate comment letters, notify university personnel of proposed regulations, and organize UC briefings and programming.
  • State Governmental Relations Coordination (5%) – Work with the UC Office of State Governmental Relations to maintain awareness of key California policy issues.
  • Communications (5%) – Develop talking points, fact sheets, and other communication tools to advance UC’s federal advocacy goals.

Required Qualifications

  • At least 10 years of progressively responsible experience in government relations, public policy or advocacy, or equivalent education / experience.
  • Advanced understanding of federal legislative and regulatory processes and demonstrated experience engaging with or working for federal agencies or congressional offices.
  • Proven ability to design, develop, and implement strategic plans and programming.
  • Strong analytical, strategic thinking, and communication skills.
  • Demonstrated ability to collaborate effectively with diverse stakeholders.
  • Ability to work under pressure, prioritize multiple assignments, and exercise sound political judgment.
  • Preferred Qualifications

  • Familiarity with public higher education and its current issues.
  • Knowledge of the University of California system and UC Office of the President.
  • Advanced project management skills, including event planning.
  • Education

  • Bachelor’s degree in a related area or equivalent experience and training.
  • Professional degree, law degree, or graduate degree in government or public policy is highly desirable.

    Pay Scale : $185,000 – $204,700, commensurate with experience
