Director, Security & Emergency Preparedness
The Director, Security & Emergency Preparedness is the institutional leader of these programs who provides strategic and functional oversight to ensure the safety and security of associates, visitors, and physical assets. In alignment with business strategy and executive leadership, this role will spearhead efforts to advance and implement sound policies, resilient procedures, and technical standards related to physical security and emergency preparedness. Resource allocation and delivery of services will be done in a cost-effective manner and compliant with federal, state, and local laws and regulations.
Duties & Responsibilities
Operations & Planning
- Establish and utilize metrics and KPI's to oversee and provide direction to uniformed security service provider leadership to ensure delivery of cost effective and quality services.
- Provide oversight of Security Operations Center to ensure effective operations in areas of alarm monitoring & dispatch, incident management, communications, intelligence monitoring, and other related services.
- Establish strategic business plans and manage overall operating and capital budgets regarding security and emergency preparedness / management. Develop and submit the annual security operating budget and periodic re-forecasts.
- In partnership with other disciplines (HR, Legal, etc.) ensure an effective Workplace Violence Prevention program and leads / coordinates efforts of the Threat Assessment team to effectively manage and mitigate potential threats to the institution.
- Maintain industry relationships and contemporary knowledge of best practices in the areas of Executive Protection, Special Event Security, and Travel Safety makes recommendations and executes plans as needed.
Emergency Management
Set strategic vision for Emergency Preparedness program and Responsible for developing, managing, tracking training and exercises related to emergency response plans.Manage the Institutional Business Continuity Plan (BCP) and supporting departmental plans. Plan, schedule, and conduct regular business continuity exercises and drills to assess the effectiveness of the BCP and identify areas for improvement.Conduct periodic inspections, incident after action reviews and assessments of existing security and emergency preparedness programs. Identify and recommend improvement opportunities or enhancements. Conduct feasibility and cost benefit analyses.Technology & Integrated Systems
Establish standards for overall security system design, specifications, installation, and implementation. Oversee the installation, maintenance, and operation of said systems and technology to ensure appropriate return on investment and operational effectiveness.Coordinate efforts with internal business partners and external service providers to meet established service level agreements and resolve identified gaps.Research and conduct cost benefit feasibility studies of new and innovative technology, products, and procedures for potential future implementation. Review existing systems integrations for potential upgrade, replacement, or efficiency improvement opportunities.Knowledge & Experience
Bachelor's degree in emergency management, criminal justice, security / business management, or related field. Master's degree preferred.Minimum of ten plus years business management experience (overseeing operational and financials of a security program), with a strong background in security and emergency management or 15+ years of supervisory / executive level law enforcement experience.Certified Protection Professional (CPP), Certified Emergency Manager (CEM) or other related industry certifications desirable.Knowledge of the National Incident Management System (NIMS) and Incident Command System through minimum certification in ICS 100, 200, etc. preferred.Ability to work independently and to accept responsibility for complex and sensitive decision-making.Outstanding organizational skillsproven ability to manage competing timetables and responsibilities.Proven ability to delegate and supervise while planning for the timely and successful completion of short and long-term objectives and projects in a decentralized environment.Strong verbal, written, and graphic communication skills.Demonstrated ability to work collaboratively with a wide constituency that includes hourly workers, students, staff, faculty, researchers, and external consultants, professionals, government authorities, and community groups.
