Grant Specialist
The Grant Specialist is responsible for identifying, securing, and managing grant funding opportunities that support the programs, projects, and priorities of the City of Spring Hill. This position oversees the full lifecycle of grant administration, including research, application preparation, compliance monitoring, reporting, and coordination with internal departments and external agencies. The Grant Specialist ensures compliance with federal, state, and local laws, including Tennessee-specific regulations and policies, as well as adherence to Governmental Accounting Standards Board (GASB) and Uniform Guidance requirements. This is a full-time, non-exempt position reporting directly to the Finance Director.
Examples of Duties
- Research and identify federal, state, and private grant opportunities that align with municipal needs and strategic initiatives.
- Prepare and submit grant applications, proposals, and supporting documentation in coordination with relevant departments.
- Manage awarded grants, including project set-up, budget tracking, procurement compliance, and reporting.
- Monitor grant activities for compliance with federal and state regulations, including Tennessee Comptroller of the Treasury requirements and Uniform Administrative Requirements (2 CFR Part 200).
- Serve as the primary point of contact with granting agencies, auditors, and funding partners.
- Maintain accurate and complete grant files and documentation for audit purposes.
- Work with the Finance Department to reconcile grant expenditures, ensure appropriate fund accounting, and support annual audits.
- Track upcoming deadlines and ensure timely submission of required progress reports and reimbursement requests.
- Assist in the development of policies, procedures, and training related to grant management across departments.
- Provide regular updates and reports to leadership, elected officials, and the Board of Mayor and Aldermen on grant activities and funding status.
- Perform other related duties as assigned.
Typical Qualifications
Required Knowledge, Skills, and Abilities
Knowledge of federal and state grant regulations, including Tennessee Department of Economic and Community Development (ECD), TDOT, and other state funding agencies.Familiarity with GASB requirements and municipal fund accounting practices.Strong research, writing, and analytical skills.Ability to manage multiple projects and deadlines simultaneously.Proficiency in Microsoft Office Suite; experience with grant management software preferred.Excellent communication and interpersonal skills to collaborate with internal staff, funding agencies, and the public.Ability to work independently and exercise sound judgment.Minimum Qualifications
Bachelor's degree in Public Administration, Finance, Accounting, Business, or a related field.Two (2) years of experience in grant writing, administration, or financial management preferred.Equivalent combination of education, training, and experience may be considered.Supplemental Information
