Risk Analysis & Compliance Housing Program Coordinator
The Housing Program Coordinator is part of the Portland Housing Bureau (PHB) Risk Analysis & Compliance (RAC) team, which monitors PHB's affordable multi-family housing stock through the terms of the regulatory and loan agreements. The RAC team performs compliance for approximately 400 multi-family affordable housing projects, which includes approximately 18,000 units. The RAC team is comprised of a manager, three Housing Program Coordinators, four Housing Program Specialists, and a Housing Assistant Program Specialist. As the RAC Housing Program Coordinator, you will :
Perform annual compliance testing on multi-family affordable housing projects, which includes analyzing tenant, property, and financial data to determine compliance with regulatory and loan agreements.
Review and approve Asset Management Plans and other relevant documents prior to project close, and as needed when organizational changes are made.
Review and approve reserve withdrawal requests.
Develop and update written procedures and policies.
Research, develop, recommend and implement project plans to meet overall program goals established by the Bureau.

Knowledgeable of accounting principles : compliance reports require a strong understanding of accounting principles.
Adequately able to use Excel : compliance reports are in Excel format, and this position requires a general understanding of how to use Excel spreadsheets.

Experience interpreting and applying laws, regulations, ordinances, polices, and contracts.
Ability to collect, evaluate, and interpret quantitative and qualitative data.
Ability to use strong communication skills, both written and verbal, especially when communicating complex topics to a general audience.
Ability to identify problems and apply solutions.
