The City of Seattles Information Technology (IT) Department is seeking a Business Systems Analyst (ITP-B, BU) to support the Office of Sustainabilitys Building Emissions Performance Standard technology solution.

What youll be doing
As the Information Technology Advisor for the Buildings and Energy programs in the Office of Sustainability and Environment (OSE), you will advise on technical investments to support OSE policies and programs such as the Building Emissions Performance Standard (BEPS) and Benchmarking laws. You will help translate policy requirements into technical design features and workflows, support scoping, development and testing cycles, and lead ongoing operations and maintenance of the BEPS and Energy Benchmarking portal application. You will work with Seattle IT and vendors / consultants to bridge project initiation, development, execution, and go-live through planned future enhancements (20272028). You will develop internal processes and policies, and contribute as part of the Enterprise Permitting, Inspection and Compliance (EPIC) team within the IT department. You will track and manage a three?phased BEPS project with a total budget of $5.3 million and collaborate with BEPS IT project management to ensure successful implementation and ongoing improvements.
You will work with business staff to identify opportunities for system improvements, assess work requests, document business requirements, determine configuration and design solutions, implement changes, and support a production environment. This work is primarily focused on the BEPS Portal application.
You will be responsible for :
- Product Ownership : Lead OSE's technology investments from planning to development, operations, and data communications.
- Subject Matter Expertise : Serve as the Citys SME on technology, product, and services strategy to support BEPS and Energy Benchmarking.
- Continuous Improvement : Plan, implement, and scale a continuous improvement framework for the Buildings and Energy program, focusing on technology solutions.
- Stakeholder Engagement : Identify and drive technology strategy and investment to provide complex services to diverse stakeholders.
- Technology Portfolio Management : Recommend management strategies for the portfolio of products supporting OSE's climate policies, including integration or transition of systems to BEPS.
- Stakeholder Alignment : Align stakeholders and teams around development, purpose, delivery, and adaptation of technology products and services.
- Equity and Inclusion : Support equity and inclusion goals by recommending accessible solutions and reducing barriers to compliance.

Partner with internal teams and the external vendor to deliver the BEPS technical solution in line with project milestones.Listen, clarify, and translate business requests into process requirements and system design.Analyze system issues, identify root causes, propose comprehensive solutions, and assist with change implementation.Adapt BEPS SaaS solution to evolving legislative needs over time.Learn system capabilities quickly and craft creative solutions within the framework.Draft and update software specifications; maintain organized documentation libraries.Configure software using standard configuration tools.Support test materials creation and assist the test team; coordinate with software vendors as needed.Identify, document, and resolve issues; raise concerns as appropriate.Support QA and UAT by documenting defects and ensuring resolution before go-live.Support data cleansing, conversion, and validation; ensure data accuracy and resolve discrepancies.Adhere to project or departmental review and approval processes and standards.Support department goals in promoting diversity, race, and social justice.Be available for occasional non-standard hours when deploying updates.Perform varied tasks as assigned commensurate with the position level.Support system performance testing to validate scalability and reliability.Other duties as assigned.Qualifications
Required Qualifications
Five years of experience as a business systems analyst, or a combination of education and experience demonstrating the ability to perform duties.Analytical approach and inquiry skills to consider the bigger picture while meeting current needs.Familiarity with Software Development Life Cycle methodologies and templates.Active problem solver, process improver, and technology translator.Strong communication and active listening skills; ability to connect with both technical and business staff.Advanced knowledge of database structures and tools (e.g., SQL, Oracle, MS Access); ability to design and implement queries.Ability to manage scope and keep project managers and supervisors informed of changes and impacts.Ability to work independently while maintaining communication with supervisor about progress and issues.Ability to manage time effectively to meet project milestones.Ability to work in a multi-cultural workplace with a diverse customer base.Desired Qualifications
Bachelors degree in computer science, computer technology, or equivalent field or experience.Experience with vendors supporting Commercial Off-The-Shelf (COTS) applications.Experience implementing off-the-shelf business applications, including gap-fit analyses, capability assessments, design, configuration, and testing.Experience leading small IT projects with staff from various IT specialties.Experience working with Software as a Service (SaaS) vendors.Familiarity with SaaS products and vendor communication.Ability to see beyond the issue to identify solutions aligned with business goals.Ability to navigate Seattle IT stage gates and coordinate with a large project team.Salary and Benefits
The full salary range for this position is $52.63 - $79.00 per hour. The targeted salary range for this role is $70.00 - $73.46 per hour based on experience.
