Role Description
Under general direction, the Senior Epic Business Analyst oversees complex aspects of the systems development cycle : needs analysis, cost‑benefit analysis, structured systems analysis and design, feasibility analysis, technology and software assessment, telecommunications needs analysis, project planning and management, system installation, implementation and testing, conversion to production, technical and procedural documentation, user training, and post‑implementation assessment and administration. The analyst may be the primary MIS resource for an organization with a complex system.
Important and Essential Duties
Identify opportunities for improving business processes through automation and assist in preparing proposals to develop new systems.
Analyze data processing needs; research and evaluate software on multiple platforms to assist users in meeting departmental goals; assist in developing evaluation criteria for software.
Determine operating characteristics and requirements; develop or modify general system design; write detailed design specifications; conduct walkthroughs for proposed solutions.
Analyze feasibility and develop requirements for new systems and enhancements; ensure the design fits user needs.
Install and enhance software; program, test, debug and install new / modified programs.
Provide technical support for computer and telecommunications systems; troubleshoot system problems and implement solutions.
Conduct system analysis and may conduct programming activities for complex systems; document new and modified systems; coordinate user training; convert new programming from test to production.
Interface with users to determine system needs and requirements; instruct users on newly implemented systems; define system requirements; design and code programs as needed; review impact of modifications.
Prepare or assist clients in preparing service requests to implement system changes; determine effort and cost; prioritize requests.
Provide technical production support for online and batch systems; assist with processing schedules; update and produce reports.
Coordinate with outside vendors and contractors to complete projects and service requests; define, assign, and evaluate their work.
Determine database structure; normalize data; convert data between platforms; design, develop and generate routine and ad‑hoc reports.
Determine security levels; test database applications for functionality and effectiveness.
Minimum Qualifications
Certification :
EPIC module certification (back‑end configuration, installation, testing, etc.). Verification occurs at the time of job offer.
Education :
Associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field, OR equivalent in terms of total course credits / units (at least 60 semester or 90 quarter credits, with at least 20 semester or 30 quarter credits in a related field).
Experience :
Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.
Substitution
Additional experience may be substituted for the required degree on a year‑for‑year basis (up to a maximum of two (2) years). One (1) year is equivalent to 30 semester units / 45 quarter units with a minimum of 10 semester / 15 quarter units in a related field.
Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.
The following points apply to qualifications : verification of EPIC certification; obtaining certification information via UserWeb; one year of full‑time employment equals 2,000 hours.
