Interdepartmental Fiscal Officer
The Sierra County Department of Behavioral Health is recruiting for an Interdepartmental Fiscal Officer. Under the minimal direction of the Director of Behavioral Health, the Interdepartmental Fiscal Officer will be responsible for the development, maintenance, tracking, and reporting for designated county departments' funding streams. Prepares multiple programmatic and departmental budgets, supervises, coordinates and directs the work of technical support staff responsible for a variety of the most difficult and complex statistical and general accounting record-keeping : payroll, accounts receivable, tax preparation, audits, cost reports, and related accounting functions for multiple county departments, responsible for assigned staff scheduling, coordination, supervision and evaluation as related to the fiscal reporting and monitoring requirements of local, state and federal funding streams, performs related work as assigned.
This class has primary responsibility for the development and maintenance of fiscal records and information of a county department with complex diversified budget units. This class is specialized in that in addition to day-to-day accounting responsibilities, the incumbent is responsible for program and departmental budget analysis, planning and projection, through close collaboration with program staff, and Director. Responsibilities also include supervising, overseeing and performing a variety of administrative and office management functions. Incumbents report directly to the Director or designee. Successful performance of responsibilities requires detailed and specialized knowledge and understanding of the operations and policies of the Health and Human Services programs, grants and contracts, including the numerous fiscal, administrative, and reporting rules and requirements associated with their local, state and federal funding sources.
