Family Reclaim Services (FRS) provides specialized case management services for families whose children are living at home with their parent or guardian while under the supervision of the Juvenile Courts through Children and Family Services (CFS) department of the Alameda County Social Services Agency. The case management services are designed to help families reduce the risk of entry into the foster care system due to child abuse or neglect after the close of their dependency case.

Job summary :

Reporting to the Director of Social Services Programs, the Program Supervisor will be the direct supervisor to the Family Reclaim (FRS) Case Manager(s). Supervision will be accomplished through weekly group and / or individual supervision, crisis management, training, and providing other supportive services to staff. The Supervisor will also carry a caseload as well as accompany staff on face-to-face visits, assist with assessments, family engagement, and / or community linkages.

This is a unique position directly supervising up to 6 staff. The Family Reclaim Case Managers are an incredible group of staff with some personal experiences navigating multi-systems within Alameda County to engage and motivate families while using a family-centered approach.

The Program Supervisor also helps to ensure that culturally sensitive and family friendly engagement practices permeate throughout the program. The FRS Program Supervisor has the privilege of supporting staff as they go through incredible personal and professional growth. Program Supervisors collaborate with staff to assess strengths and build professional skills to ensure FRS Case Managers are providing high quality services to families within Alameda County. FRS Program Supervisor will work closely with the Director of Social Services Programs and become deeply involved in program development and training for all staff.

This position is perfect for a peer professional, case manager, or clinician with strong management experience, who is ready to step up to supervision. While it does not represent a step away from direct service, the program’s deep commitment to workforce development and leadership calls on many of the same skills that are required of an emergent leader, a peer professional, case manager, or clinician serving our families.

Duties and Responsibilities :

  • Provide direct weekly individual reflective supervision to all assigned staff, providing participatory goal setting to support staff with meeting program deliverables and improving professional development.
  • Supervise and closely monitor all duties and workload of assigned staff
  • Review, monitor, and provide feedback weekly to assigned staff in case management and committee work duties, agency / program deadlines, and contract deliverables
  • Responsible for co-facilitating reflective group supervision weekly and providing ongoing feedback and training to all staff; including co-planning and executing group activities to improve staff development and skills.
  • Ability to manage a diverse caseload efficiently, while prioritizing supervisor tasks based on employees, client and programmatic needs.
  • Teach case management under a family system umbrella, utilizing the Be Strong Protective Factors
  • Coach staff in their outreach to families at risk of child abuse and neglect; maintain ongoing contact with client families and other service providers to monitor service delivery and assess needs.
  • Coach staff to build positive relationships with their peers following a team-based approach
  • Compile and submit data collection for various contract reports; monthly, quarterly, and annually
  • Maintain a variety of records, logs, and files; electronically store and retrieve documents as required
  • Responsible for supervising and monitoring staff who facilitate parent cafés, including monitoring the group’s progress, implementation of group curriculum, implementing outreach strategies, crisis management and submission of data reporting and compilation to the Director monthly.
  • Work closely with Alameda County Liaison and other community providers while providing, eliciting feedback and evaluation of staff to ensure high quality service delivery to parents.
  • Provide professionalism and work skill development training as needed for staff; including 1 : 1 shadowing to support staff performance
  • Collaborate closely with the FRS and Social Services Programs Leadership team around continued program development and training for all social services staff
  • Coach staff to agency mission and value-driven competence.
  • Attend all necessary agency meetings including but not limited to program staff meetings, County Meetings, committee meetings, Agency meetings and Management Team Meetings.
  • Some schedule flexibility required for evenings and / or weekend events
  • Participate in all mandatory trainings, including those required at onboarding and throughout the year, to maintain compliance and support ongoing professional development.
  • Participate in regular competency and performance evaluations to support professional development, ensure role effectiveness, and maintain alignment with program and organizational standards.
  • Abide by all provisions of the A Better Way personnel manual.
  • Perform all other duties as necessary for the good of the program and agency
  • Qualifications :

  • Bachelor’s Degree in Social Work, Marriage and Family Counseling, Psychology, Sociology, Human Services, or related field
  • A clinical background is preferred, but applicants with a minimum of 3 years of experience working directly with county child welfare systems, preferably within Alameda County, will also be considered
  • Personal life experience navigating one of the following systems on behalf of a family member is preferred : child welfare, juvenile justice, criminal justice system, special education support, developmental services, and mental health.
  • Strong supervision and management skills, utilizing reflective practices, solution-focused, and participatory goal setting are required.
  • Knowledge and skills to effectively deliver staff training and techniques for successful staff supervision and team building.
  • Leadership skills and ability to respond calmly and professionally to unexpected situations.
  • Ability to work in a demanding environment with frequent interruptions.
  • Experience working with adults in recovery and training and experience in Motivational Interviewing preferred.
  • Experience working with parents, children, and / or families involved with the child welfare system required.
  • Understanding of Family-Driven services and parent advocacy required.
  • Excellent writing and communication skills
  • Excellent critical thinking, organizational and time management skills
  • Understanding of and ability to teach clinical case management under a family systems approach.
  • Must have a valid driver’s license, reliable transportation, a clean driving record, and maintain current auto insurance.
  • Must be able to pass all required background checks.
  • Preferred Qualifications :

    Master’s Degree in Social Work, Marriage and Family Counseling, Psychology, Sociology, Human Services, or related field

    Work Environment :

    While performing the duties of this job, the employee regularly works in an office setting. Remote work privileges may vary based on programs’ needs and are subject to supervisor’s approval.

Specific vision abilities required include close vision for computer work and reading.

    Position Type / Expected Hours of Work :

    This is a full-time, exempt position. Hours / schedule vary depending on program needs. Weekend / evening hours may also be required. Work hours are subject to change, with supervisor approval, and to meet the business needs.

    Travel :

    Frequent Local travel to various work sites is required.

    Work Authorization / Security Clearance :

    Employment is contingent upon passing a background check and obtaining TB and health clearances. When applicable, driving records are periodically reviewed in accordance with company policy. Employees must also comply with the organization's vaccination requirements.
