An Overview

The City of Alexandria’s Finance Department is looking for an experienced, customer service-oriented, and detail-driven Deputy Treasurer to join our team. As a member of the Treasury Division, the Deputy Treasurer ensures that all revenues from electronic and traditional payment sources are processed in an accurate and timely manner and that the City’s general ledger and accounts receivable balances accurately reflect all financial transactions. To accomplish this, the Deputy Treasurer works as the lead and supervisor of a team of financial professionals who administer the billing and payment processing for several hundred thousand tax accounts annually, in addition to ongoing payments for parking tickets and other City revenues.

The Deputy Treasurer is an expert in the public sector accounts receivable field, equally comfortable with one-on-one, in-person customer service and complex, technical financial reporting and systems management. The Deputy Treasurer performs their work under the general supervision of the Assistant Director of Finance for Treasury. This work is generally self-directed and driven by the needs of the City's accounts receivable function. Considerable independent judgment is exercised in applying the State of Virginia and City Codes regarding the levy and collection of various taxes and revenues, as well as generally accepted accounting principles (GAAP). A significant portion of this work involves use of the City's four main accounts receivable systems; Catalis's Revenue Billing System (real estate tax and car tax), Avenity's RevOne (business taxes), and T2 Systems’ UPsafety (parking tickets); together with Catalis's Revenue Collection System (automated cash register), Tyler's Munis (general ledger) and Truist Bank's Treasury Manager (online banking).

• Expert knowledge of the local government accounts receivable function in the Commonwealth of Virginia;
• Strong knowledge of real estate tax, personal property tax (car tax), and various business taxes including license, property and trustee taxes, such as meals tax and admissions tax;
• Strong knowledge of alternative payment options, such as bank lockboxes, third-party payment portals, tax service companies, and ACH payments;
• Excellent customer service and communication skills, with the ability to remain calm and resolve complex tax issues with direct interaction with City taxpayers;
• Ability to utilize various complex financial systems for data entry, reporting and analysis;
• Ability to lead a team and ensure the work the team produces is accurate, complete, and timely;
• Ability to improve financial business processes to be more efficient and effective;
• Ability to effectively manage and serve as team member to successfully implement and continue to analyze / upgrade complex automated accounts receivable systems;
• Strong knowledge of Microsoft Excel (pivot, vlookup, or equivalent skills)

About the Department

The City of Alexandria's Finance Department is a fast-paced, diverse, and customer service focused operation that is responsible for : the assessment, collection, and enforcement of all City taxes; the management of cash flow and investments; accounting for and reporting the City’s financial position; processing payroll; executing a fair and competitive procurement environment; assessing all real and personal property in the City; managing the City’s risk and safety programs; and managing the City’s pension plans. The Finance Department has seven divisions and in fiscal year 2026 is operating with a total budget of $16.2 million and 109 FTE positions. The goal of the Finance Department is to treat all employees, citizens, and business owners professionally, with fairness and compassion.

Minimum and Additional Requirements

Four-Year College Degree in accounting, business administration or a related field; four years of increasingly-responsible accounts receivable experience, including two years of experience with automated accounts receivable systems. Intermediate skills with Microsoft Office Suite and intermediate skills with specialized accounts receivable systems needed; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. This is a supervisory position which requires the successful candidate to be on-site four days per week.

Preferred Qualifications

Prior experience as a team lead or manager in a large volume billing operation; prior experience implementing, configuring and / or troubleshooting the implementation of complex accounts receivable systems; strong experience using complex accounts receivable systems for data entry, reporting and analysis; experience improving financial business processes to be more efficient and effective; prior experience supervising professional staff performing financial management work; excellent customer service and communication skills, with the ability to remain calm and resolve complex tax issues with direct interaction with City taxpayers; prior experience as a senior manager in the accounts receivable function for a local government in the Commonwealth of Virginia; strong knowledge of real estate tax, personal property tax (car tax) and various business taxes; strong experience alternative payment options, such as bank lockboxes, third-party payment portals, tax service companies, and eChecks; and strong experience with Microsoft Excel (pivot, vlookup, or equivalent skills)

This position requires the successful completion of pre-employment background checks including but not limited to a criminal background check. The selection process for this position may include a phone or virtual interview, in-person interview, and / or written examination.

The starting salary range for this position is $73,323.38 to $102,791.00, based on qualifications and experience. The incumbent can eventually be awarded up to $129,033.32 with tenure and job performance.
