SUMMARY :
The Civil Utility Estimator is responsible for preparing accurate and detailed estimates for civil utility construction projects, including water, sewer, and storm drainage systems. This role requires comprehensive knowledge of utility construction means and methods, material costs, labor productivity, and subcontractor coordination. The Civil Utility Estimator will analyze drawings, specifications, and related documents to develop complete cost estimates that ensure project competitiveness and compliance with contract and specification requirements. This position plays a key role in supporting preconstruction and project management teams throughout the bidding and award process to ensure accurate scope coverage, cost control, and constructability of all civil utility projects.
ESSENTIAL FUNCTIONS / MAJOR RESPONSIBILITIES :
- Perform complete project estimating ownership for civil utility projects, including water, sewer, storm drainage, grading, and site development.
- Analyze plans, specifications, proposals, and other documentation to prepare detailed time, cost, and labor estimates.
- Prepare quantity takeoffs for all civil scopes, including pipe materials, excavation, bedding, manholes, fittings, valves, and surface restoration.
- Solicit, review, and evaluate subcontractor and vendor quotes to ensure accurate scope and competitive pricing.
- Communicate bid requirements and project scope clearly to trade partners and subcontractors.
- Develop and maintain strong working relationships with subcontractors, suppliers, and clients.
- Review addenda, respond to RFI clarifications, and track revisions during the bidding process.
- Prepare detailed estimate breakdowns for materials, labor, equipment, and subcontractor work.
- Collaborate with project management to develop value-engineering options and constructability solutions.
- Attend pre-bid meetings, site visits, and bid openings to confirm field conditions and project requirements.
- Assist in developing strategies to achieve minority participation goals and meet all wage scale or compliance requirements.
- Prepare bid proposals, budget submissions, and bid review documentation for executive review.
- Participate in turnover meetings with project management and field supervision to ensure an accurate understanding of the awarded scope.
- Maintain up-to-date records of bids, bid outcomes, and estimating activities using company software (CRM, spreadsheets, or estimating platforms).
- Support the civil division in cost forecasting, subcontractor scope development, and early conceptual estimating.
- Foster and cultivate a team culture that aligns with the companys mission and values.
- Must reside within commuting distance of our main office in Virginia Beach, VA.
- This is an in-person, on-site position no telecommuting.
POSITION SPECIFIC QUALIFICATIONS & EXPERIENCE
B.S. in Civil Engineering, Construction Management, or related field, or equivalent combination of education and experience.Minimum 3 years of estimating experience in civil utility construction (water, sewer, drainage, site development).Proficient in preparing detailed quantity takeoffs using digital takeoff software and published unit pricing systems (e.g., RSMeans, Gordian).Strong knowledge of construction methods, materials, and equipment used in civil utility work.Ability to read and interpret civil plans, profiles, specifications, and bid documents.Proficiency in Microsoft Office Suite (Excel, Word, Outlook); experience with Bluebeam and estimating software preferred.Excellent written and verbal communication skills.Strong negotiating and analytical skills with keen attention to detail.Ability to manage time effectively and work on multiple concurrent bids.KNOWLEDGE, SKILLS & ABILITIES :

Negotiable depending on experience.Paid Weekly on Fridays (Mon thru Sun Work Week) w / paystubs emailed.BENEFITS :
