The MNIT DHS team supports complex and varied technical needs, including systems that provide health care coverage, deliver child protection and welfare services, and provide support for Minnesotans with special needs including mental illness, chemical dependencies, and physical or developmental disabilities.

Job Summary

Minnesota IT Services (MNIT), partnering with the Department of Human Services (DHS), is seeking a Financial Billing & Reporting Analyst to support the coordination, accuracy, and transparency of financial and operational activities across MNIT DHS, MNIT DCYF (Department of Children, Youth & Families), MNIT HSDS (Human & Social Digital Services), and MNIT Enterprise Services.

This position is responsible for reconciling and auditing monthly billing, analyzing financial and operational data to identify trends and efficiencies, and developing reports and dashboards that inform executive decision-making. The Financial Billing & Reporting Analyst translates complex technical and financial information into clear, actionable insights, ensuring leadership understands the value and cost implications of IT services. The role also coordinates operational projects, supports compliance and reporting activities, and fosters strong working relationships across teams to promote financial stewardship and operational alignment among MNIT and its partner divisions.

This position requires an employee to be onsite at 540 Cedar Street, St. Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Telework for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.

Position requires a minimum of three (3) years of professional experience performing financial, analytical, or business operations work.

Experience must include :

  • Analyzing, reconciling, and auditing financial or billing data for accuracy, compliance, and process improvement.
  • Developing reports, dashboards, or data visualizations using tools such as Microsoft Excel, Power BI, or similar platforms to communicate trends, metrics, and cost-saving opportunities.
  • Collaborating with business and technical partners to interpret financial information, resolve discrepancies, and support decision-making.
  • Applying knowledge of IT service catalogs, billing models, and cost allocation methods to effectively interface with technical teams and inform financial analysis.
  • Managing multiple priorities with strong attention to detail, organization, and the ability to meet deadlines independently.
  • Effective written and verbal communication skills, including experience preparing reports or presentations for leadership.
  • Strong customer service and collaboration skills, including the ability to actively listen, demonstrate empathy, and apply problem-solving to address stakeholder needs.
  • Preferred Qualifications

  • Experience in public sector finance, accounting, or budget management.
  • Knowledge of IT service management practices, including chargeback models or consumption-based billing within a large or complex organization.
  • Experience developing or enhancing financial reporting processes and tools to improve efficiency, accuracy, or transparency.
  • Demonstrated ability to evaluate complex financial data and present actionable insights or recommendations to leadership.
  • Experience leading or contributing to process improvement initiatives or cross-functional projects involving financial operations or service delivery.
