Job Title
Performs technical and administrative review of building plans for residential and commercial projects and issues permits consistent with City regulations.
Essential Functions
- Serves as the primary liaison and point of contact for all commercial and residential development activities within the city, including inquiries related to planning, engineering, building, and business development.
- Coordinates and facilitates the end-to-end review and approval process for all development applications including zoning, land use, engineering, site plan, and building permits.
- Provides front-line customer service by responding to inquiries related to development regulations, permitting procedures, zoning requirements, land use, contractor licensing, and application submittal standards.
- Conducts preliminary (sufficiency) reviews of planning, engineering, and building permit submittals to verify completeness of applications prior to formal review.
- Tracks and monitors the progress of development projects from initial inquiry through final inspection, ensuring coordination among internal departments such as Planning, Building, Engineering, Economic Development, and Public Works.
- Assist applicants in navigating the permit portal and coordinates with internal reviewers for status updates, resubmittals, and final approvals. Issues permit documents and certificates of occupancy upon project completion.
- Supports contractor licensing compliance, ensuring proper documentation of insurance, certifications, and other credentials as required by the City.
- Performs permit intake, processing, routing, and issuance of building, site work, and trade permits. Verifies application completeness, upload documents, calculates fees, and ensures compliance with City requirements and applicable codes.
- Reviews plans and documents for all on-site and off-site signage and if appropriate, issues approval so that building permits can be obtained.
- Regular in-person attendance during City and department business hours, since face-to-face interaction and coordination of work with other employees, outside colleagues, residents, or vendors, and all immediate access to documents or other information located only in the workplace is required.
- Performs other related duties as assigned.
Minimum Qualifications
High School or equivalent, and five (5) years of customer service experience, or an associate degree and three (3) years of experience, or a bachelor's degree with one (1) year of experience.EnerGov, New World, Tyler Cashiering Laserfiche, and Bluebeam experience a plus.Permit Technician Certification shall be obtained within twelve (12) months of hiring date.Supplemental Information
Work will be performed in an office environment.
Any applicant selected for employment with the City of Winter Springs will be required to complete a pre-employment criminal background screening and drug test.
Insurance : Depending on the plan selected, the City pays approximately 98% of employee's health insurance and contributes to a Health Savings Account. Dependent coverage, dental, vision, and short term disability plans are available at an additional cost. Basic life and long term disability insurance is paid by the City.
Retirement : The City contributes 5% automatically. An additional of up to 2.5% will be contributed if the employee elects to contribute to their individual 457. However, employee contribution is not required. Employee is full vested after five (5) years with partial vesting in years prior.
