Responsibilities – Behavioral Health Consultant (BHC)

Clinical Duties

Serves as Clinical Psychologist in the

Primary Care Behavioral Health (PCBH) Program .

Provides evidence-based biopsychosocial assessment, diagnosis, and treatment.

Makes DSM-compliant diagnoses; delivers individual / group therapy, brief interventions, and psychoeducation.

Assesses acute and chronic behavioral health conditions (e.g., anxiety, depression, trauma, substance use, pain, insomnia, weight management, diabetes).

Documents care in compliance with DoD / DHA standards, SOPs, and ethical guidelines.

Provides targeted initial / follow-up visits, group classes (stress, social skills, smoking cessation, relaxation, etc.), and quality assurance participation.

Offers consultation and feedback to physicians and primary care managers.

Consultation & Integration

Collaborates with primary care providers to set SMART goals and prioritize treatment.

Serves as subject-matter authority on primary care psychology.

Educates staff, conducts trainings, and facilitates referral agreements.

Reviews and approves referral sources, community resources, and treatment modalities.

Tracks patient progress using outcome measures.

Program Development & QA

Participates in performance improvement and Joint Commission quality assurance requirements.

Reviews clinical records, risk management issues, and SOPs.

Increases access to behavioral health via same-day “warm handoffs.”

Enhances clinical productivity by engaging with care teams (e.g., huddles, consults).

Conducts program evaluation and outcome analysis; adjusts processes to improve care delivery.

Training & Professional Development

Provides consultation on screening tools and outcome measures.

Develops / implements professional development and in-service training.

Evaluates scope of practice, adherence to PCBH model, and staff development opportunities.

Qualifications

Who May Apply : U.S. Citizens

Basic Requirement – Clinical Psychologist

Doctoral degree (Ph.D. or equivalent) in clinical psychology.

Current, active, unrestricted license to practice independently in the U.S., D.C., territories, or commonwealth.

Specialized Experience (GS-13 level) :

At least one year of experience providing behavioral health consultation, assessment, individual / group therapy, and interdisciplinary collaboration.

No substitution of education for experience is permitted.

Education

Foreign Education :

Must be evaluated by an authorized service and deemed equivalent to accredited U.S. programs.

Only education from U.S. Dept. of Education–recognized institutions counts toward qualifications.
