Facilities Operations Manager

Provides advice pertaining to assigned programs that support installation / command / senior officials. Oversees all facets of maintenance, utilities, and installation operations for the installation. Administers the installation's facility and equipment programs to include : facility structure and equipment maintenance, utility operations and maintenance, mail handling, pest control, inclement weather operations and landscape maintenance. Organizes the activities of 24-hour, 7 days a week, fast-paced mission operation to include utility operations, facilities / equipment callback, and coordinating response for unusual or emergency situations. Provides administrative, operational, and technical supervision over several diverse missions and functions, directly and through subordinate supervisors, work leaders and others. Makes frequent, quick decisions that require consideration of a wide range of factors between interlinked programs that have direct impact on mission effectiveness and success. Provides Technical supervision over installation and building operational activities and staff personnel.

Requirements Conditions of Employment Qualifications To qualify for a Facilities Operations Manager your resume and supporting documentation must support : Specialized Experience : One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off / closing date of the announcement. Creditable specialized experience includes : Providing analyst support in installation operations, maintenance, and utility programs. Evaluating and proposing enhancements, changes to policies and procedures regarding maintenance and utility operations. Making recommendations in response to changing facility operation needs in both normal & emergency situations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Emergency Employee : The incumbent of this position has been designated as an emergency employee. The term "Emergency Employee" is used to designate those employees who must report to work in emergency situations. Emergency dismissal or closure announcements do not apply to these employees. The employees who occupy these positions may be required to report for duty in any situation that prevents significant numbers of employees in the local area from reporting for work on time or which requires agencies to close all or part of their activities.
