HYBRID GIS Analyst Consultant - Public Health Initiatives (SC State) Job ID : SC State Project Client : State of South Carolina (Public Health Initiatives) Rate : $50.00 - $65.00 / hour DOE (W2) Work Model : Hybrid (3 days onsite, 2 days remote) Onsite Location : Cayce, SC Contract Duration : 12 Months with strong potential for extension Submission Deadline : October 27th at 5 : 00 PM EST The Mission : Critical Public Health Geospatial Support The State of South Carolina is seeking a highly skilled GIS Analyst Consultant to join a vital team implementing new GIS infrastructure and supporting critical Public Health initiatives. This is an essential, existing position focused on ensuring business continuity, following industry best practices, and maintaining compliance with federal and state regulatory laws concerning sensitive health data. The ideal candidate is self-motivated, team-oriented, and capable of working under limited supervision to respond to priority tasks. Key Daily Duties & Responsibilities You will be providing backend support for the agency’s GIS environment, scripts, and REST services, with a specific focus on areas like Cancer Registry, immunizations, infectious disease surveillance, and emergency response operations. Data Security & Analysis : Ensure deidentification principles are strictly applied when modeling restricted and confidential health datasets. Perform complex geospatial analysis utilizing tools like Spatial Analyst, Insights, Network, and Business Analyst. Develop and maintain spatial queries and manipulate complex spatial data formats. Work with IT staff to uphold all DPH security policies and procedures related to CDC, HIPAA, and PHI / PII data. Development & Maintenance : Develop and maintain Python scripts to support GIS interoperability capabilities. Develop and maintain GIS REST services and Web API services for Public Health data. Perform complex analysis, design, testing, documentation, and implementation of GIS applications and upgrades. Support and maintain applications within ArcGIS Online and ArcGIS Portal. Support & Operations : Provide system user support with a focus on public health requests and assist staff in resolving system-related problems. Assist with system user account permissions and security. Coordinate and assist with system testing and production validation. Required Technical Skills (3-5 Years Experience) Successful candidates must demonstrate 3-5 years of experience in the following, ranked in order of importance : Public Health Data : Extensive experience performing public health data modeling, data mapping, and data cleansing. ESRI Platform : Proficiency with ArcGIS Pro and ArcGIS Online. Web Services : Experience with modern Web Services (REST, SOAP). Administration : Expertise in GIS Infrastructure Administration and Monitoring. Database : Experience with SQL Server. Data Integration : Solid background in data integration, staging, quality, and distribution. Industry Knowledge : Knowledge of Information Technology Field, best practices, organization, and operations. Preferred (Bonus) Skills Direct experience with security and data classification related to CDC, HIPAA, and PHI / PII data. Experience using and administering Microsoft’s Internet Information Services (IIS). Experience with ArcGIS Notebooks and professional ticketing systems. Excellent written, oral, and interpersonal communication skills. Compensation and Logistics Detail Requirement Pay Rate $50.00 - $65.00 / hour DOE Duration 12 Months (Strong likelihood of extension) Work Model Hybrid (3 days onsite in Cayce, SC, 2 days remote) Residency MANDATORY : Must be an SC resident. Will consider candidates from NC, GA, or FL who are willing to relocate to SC prior to starting (at candidate's expense). Schedule 40 hours / week. Must be flexible to support operational hours of Monday – Sunday, 7 : 00 am – 6 : 00 pm. Interviews 1 round, conducted virtually via Teams Video.
