Overview

The Client is seeking an experienced Senior Project Manager to lead the delivery of complex IT initiatives, including large-scale system migrations to Microsoft Azure .

This role requires a seasoned professional who can oversee multiple concurrent workstreams, ensure alignment with VDOT and Commonwealth of Virginia project management standards, and drive projects to successful completion-on time, within scope, and on budget.

Key Responsibilities

Lead all phases of assigned IT projects using the Commonwealth Standard for Project Management framework (Pre-Select, Initiation, Planning, Execution & Control, and Closeout).

Manage project outcomes and ensure delivery of business value under the direction of the Program Manager.

Serve as a hands-on technical project manager , working closely with development teams, business stakeholders, and vendors.

Coordinate and communicate project timelines, deliverables, and expectations across ITD and business units.

Collaborate with vendors, consultants, and contractors-overseeing contracts and coordinating with procurement offices.

Work with solution architects and technical leads to incorporate best practices into project plans and designs.

Manage project budgets, schedules, risks, and progress metrics; provide regular reporting to stakeholders.

Oversee third-party vendor deliverables and performance, ensuring adherence to contractual and quality standards.

Facilitate requirement-gathering sessions and design workshops; ensure documentation of business and technical requirements.

Define and manage test objectives, plans, and cases to validate project outcomes.

Support user training and post-implementation transition activities.

Ensure compliance with all VDOT and VITA project management governance standards.

Required Qualifications

Bachelor's degree and a minimum of 10 years' experience managing large, complex IT projects.

Active PMP certification from the Project Management Institute (PMI) (mandatory).

Demonstrated success managing enterprise-level cloud migration projects , preferably to Microsoft Azure .

Experience overseeing IT infrastructure delivery, including networking, physical site provisioning, and vendor coordination.

Strong knowledge of cloud computing models (IaaS, PaaS, SaaS) and hybrid cloud environments.

Proven experience managing multi-stream projects with aggressive timelines.

Excellent communication and leadership skills , with the ability to manage executive-level stakeholders.

Deep understanding of DevOps principles and CI / CD pipelines .

Ability to effectively monitor progress using quantitative metrics and performance indicators.

Preferred Qualifications

Experience in both Agile and Waterfall project management methodologies.

Agile Scrum Master certification.

Proficiency in Microsoft Office Suite (Word, Excel, Access, Outlook, Visio, PowerPoint, Project Server).

Working knowledge of automation and Infrastructure as Code (IaC) using PowerShell or Azure CLI .

Azure Certifications such as Administrator Associate, Solutions Architect Expert, or Migration / Modernization Specialist.

Additional Requirements

Position requires an onsite presence three (3) days per week .

Must pass a fingerprint-based background check .
