Real Estate Division Position
Support the Real Estate Division and its mission to provide acquisition, management, and disposal of real estate for the U.S. Army Corps of Engineers (USACE) Civil and Military projects. This position is being filled under the Direct Hire Authority for Post-Secondary Students and Recent Graduates. Responsibilities include performing inspections, negotiating and preparing out-grants, resolving encroachments, screening excess properties, obtaining space and other lessor interests, establishing space requirements, obtaining title options, and ensuring all real estate actions are processed according to laws and regulations.
Qualifications : The occupational series (1170) is covered by ACWA at the GS-07 grade level. Selectees at that grade level will need to fulfill ACWA assessment requirements prior to placement. To be eligible for consideration, you must meet the definition of a Recent Graduate : a person who was awarded a degree by an institution of higher education not more than two years before the date of the appointment of the applicant. Exception : For a person who has completed a period of obligated service in a uniformed service of more than four years, the degree may be awarded by an institution of higher education not more than four years before the date of the appointment of the applicant. In order to qualify, you must meet the education and / or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs and other organizations. For the GS-07 : Specialized Experience : One year of specialized experience which includes reviewing and researching real estate policies, procedures, regulations, and contracts related to federal in-leasing practices; and assisting higher graded staff in real estate related tasks such as developing lease requirements and completing leasing documents. OR Education : One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Real Estate, Business Administration, Public Administration, Organizational Management, Environmental Sciences, Cartography, Geographic Information Systems, or other closely related discipline applicable to the management and administration of real estate transactions. OR Superior Academic Achievement : Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. OR Combination of Education and Experience : A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
For the GS-09 : Specialized Experience : One year of specialized experience which includes applying federal regulations to TWO of the following actions related to managing real property interests : leasing, acquisition, disposal, or management of out-grants. OR Education : Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Real Estate, Business Administration, Public Administration, Organizational Management, Environmental Sciences, Cartography, Geographic Information Systems, or other closely related discipline applicable to the management and administration of real estate transactions. OR Combination of Education and Experience : A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

Recent Graduates will be appointed to a permanent, career or career-conditional appointment in the competitive service. May be selected at any grade level with non-competitive promotion potential to target grade.
