ABOUT LIFEMOVES

LifeMoves is the largest provider of interim housing and support services in the Bay Area. LifeMoves served over 7,500 clients last year and helped more than 2,000 people return to housing and stability, with 86% of families and 67% of individuals engaging in their programs achieving outcomes. LifeMoves offers interim housing and services across multiple communities from Daly City to San Jose, providing temporary housing with intensive, customized case management to support clients in returning to and sustaining stable housing. LifeMoves is an emerging growth company with a focus on employee satisfaction and ongoing development of a work culture that increases morale, productivity, and engagement.

POSITION PURPOSE

Reporting to the Chief Executive Officer, the Chief Operating Officer is the second-in-command for the agency and a key member of the executive team. The COO will help scale LifeMoves’ operations regionally, leading programs responsible for efficacy, development, evaluation and learning, human resources, and site operations. The COO will unify and integrate programs, develop new processes, build internal capacity, and implement programs and services to meet near- and long-term objectives.

The Chief Operating Officer directly supervises four Vice Presidents who oversee Programs and Services, Impact and Learning, Human Resources, and Facilities. The COO is a seasoned executive with experience scaling complex programs and implementing research-backed improvements, with a commitment to Diversity, Equity, Inclusion and Belonging, employee well-being, and giving voice to the lived experiences of those served.

This role qualifies for a hybrid schedule (2 days in the office, 3 days remote).

ESSENTIAL JOB RESPONSIBILITIES

  • Create an environment that inspires and motivates; employ problem-solving and conflict resolution techniques through a strength-based, solutions-focused lens.
  • Manage agency operations consistent with mission, programs model, cultural competence, contract compliance, and all applicable regulatory and legal requirements; review grants and contracts to meet deliverables and ensure funding and service delivery are covered.
  • Provide effective leadership and stewardship by engaging in all programs and services; implement and lead a continuous quality improvement process across programs and services.
  • Partner with the CEO to develop, communicate, and implement growth strategies and processes.
  • Lead the Programs, Data, Human Resources, and Operations teams to scale sustainable systems and workflows.
  • Ensure the service portfolio is effective, funded, and aligned with LifeMoves’ mission, vision, values, and goals; manage portfolio to maximize impact and reduce redundancies.
  • Collaborate with the Vice Presidents to innovate and advance the impact and efficacy of the LifeMoves program model.
  • Set team accountability and developmental goals; manage staff performance and provide mentorship for excellence.
  • Foster a data-informed learning culture; ensure data and feedback inform agency decisions and support staff development and career advancement.
  • Partner with the VP of HR to develop and implement a comprehensive human resources strategy aligned with the organization’s mission and goals.
  • Spearhead continuous learning and leadership development programs to cultivate the next generation of leaders and provide access to training for employees.
  • Ensure all 26 shelter and service sites operate smoothly, delivering programs that meet client needs and outcomes; manage budgets, staffing, and resource allocation across locations.
  • Lead initiatives to streamline operations, eliminate redundancies, and develop data-driven systems for continuous improvement; include standardized procedures, dashboards, and reporting.
  • Evaluate and implement technology solutions to enhance service delivery and data collection.
  • Ensure adherence to federal, state, and local regulations governing shelters and grant funding; manage contracts, audits, and risk mitigation protocols.
  • Encourage cross-department collaboration to ensure seamless information sharing.

QUALIFICATIONS

  • Preferred BA and / or MA in business administration, finance, economics, or related field; six years or the equivalent in experience in operations, business, development, finance, or related areas.
  • Strong ability to think strategically and translate long-term goals into actionable plans.
  • Excellent problem-solving abilities with practical solutions to operational challenges.
  • Excellent budget development and monitoring skills.
  • Excellent planning and time management; a collaborative team player.
  • Strong conceptual, organizational, and computer skills, including Microsoft Office, Salesforce, and data visualization.
  • Ability to work independently and collaboratively within a diverse team.
  • SUPERVISORY RESPONSIBILITIES

    Supervises a team of four Vice Presidents (Programs and Services, Impact and Learning, Human Resources, and Facilities).

    TRAVEL REQUIREMENTS

    Up to 25% annually

    COMPENSATION AND BENEFITS

    Base salary : $275,000.00 - $325,000.00.
