The Center for Health Equity and Community Wellness (CHECW) seeks to eliminate racial and other inequities resulting in premature mortality. With an unwavering grounding in history and structural analysis, CHECW works to increase visibility of the harm perpetuated by centuries of racist, socially unjust policy while pushing towards redress for the most impacted NYC communities. CHECW addresses inequity across community and healthcare systems in partnership with community, faith‑based, and health care organizations. CHECW's work focuses on social determinants of health, including environmental and commercial determinants, and addresses both upstream and downstream factors to improve health and well‑being of New Yorkers. CHECW is comprised of the Bureau of Bronx Neighborhood Health, the Bureau of Brooklyn Neighborhood Health, the Bureau of Harlem Neighborhood Health, the Bureau Chronic Disease Prevention, the Bureau of Health Equity Capacity Building, the Bureau of Equitable Health Systems, the Bureau of Finance, Administration and Services.

The division's Deputy Commissioner also serves as the Agency's Chief Medical Officer. The Bureau of Brooklyn Neighborhood Health has provided oversight and leadership in programming and planning for the Brownsville Neighborhood Health Action Center with satellite programming and planning also occurring at the Bedford and Bushwick District Health Offices. To address racial inequities resulting in premature mortality in North and Central Brooklyn, the Bureau of Brooklyn Neighborhood Health seeks to hire a Data Research Scientist to support the Research and Evaluation Unit in planning, development, and implementation of bureau‑wide research and evaluation activities.

Duties

  • Be involved in leading, planning and implementation of analyses to be conducted in accordance with fiscal year goals and future analytic and research agendas.
  • Serve as the data analytics and reporting lead for individual research projects and submitting reports for bureau‑wide activities.
  • Coordinate and conduct surveys, interviews, and health impact assessments. Design, conduct, and interpret analyses regarding prevalence of disease as well as social determinants of health and health inequities using SAS and / or R to support and guide strategic planning and community‑based efforts.
  • Prepare summary tables, figures, maps, and draft reports to present findings for publication and presentation to the public and other public health professionals.
  • Develop guidance documents and training materials as needed using a racial equity and social justice lens.
  • Conduct literature reviews to inform study design, measure selection, analysis design, and outcome measures. Demonstrate strong written, interpersonal and communication skills.
  • Supervise student interns working on research and evaluation‑related projects.
  • Support qualitative research activities as needed. Respond to internal and external ad hoc data requests.
  • Ensure that all research and evaluation projects and products have a health equity focus.
  • Perform other tasks based on the Bureau of Neighborhood Health and Neighborhood Health Action Center needs.

Preferred Skills

  • Self‑starter with strong initiative and sound judgment, who can work both independently and, in a cross‑disciplinary team environment.
  • A master's degree or doctorate from an accredited college or university with a specialization in an appropriate field of public health, epidemiology, statistics, health economics, or data science.
  • Academic training in public health, statistics, mathematics, including applied epidemiology.
  • Commitment to and connection with NYC communities that experience avoidable and unjust differences in health outcomes.
  • Expertise in managing, cleaning, analyzing, and reporting on quantitative data, including large datasets.
  • Experience in using common statistical software (SAS, SUDAAN, STATA, R) for the analysis of complex survey, administrative, and other data.
  • Understanding of common statistical terminology and procedures (e.g., regression modeling, time series analysis).
  • Experience in using data visualization software such as Tableau, Power BI or Excel for data presentation and communication.
  • Familiarity with peer‑reviewed literature on any of the following topics : maternal and infant health, mental health, chronic disease prevention, food access, built environment, health equity and strategies to eliminate racial / ethnic inequities in health outcomes.
  • Familiarity with languages, such as SQL or Python will be a plus.

    Minimum Qualifications

  • For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
  • To be appointed to Assignment Level II and above, candidates must have :

  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full‑time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization;
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full‑time research experience in the appropriate field of specialization;
  • Education and / or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
