Emergency Shelter Program Manager

Housing Matters partners with individuals and families to create pathways out of their homelessness into permanent housing. We are a leader in working to end homelessness – and we want you to be part of our team! We are looking for individuals eager to make a difference and willing to enthusiastically commit to join in our vision that homelessness in Santa Cruz County should be rare, brief and non-recurring.

The Emergency Shelter Program Manager oversees and manages The Loft. The Loft is a low barrier shelter program with beds to accommodate at least 57 individuals at a time. Program Managers are responsible for the operation of their assigned shelter program including administration, oversight and management. Their primary role is to supervise, direct, and support teams who deliver services that lead to participants and guests permanent paths to housing. The Loft program works closely with some of the communities most vulnerable.

The Emergency Shelter Program Manager is a full-time, exempt position, eligible for our generous benefits plan :

    Starting Wages (Offer is Dependent on Experience) :

    $72,134.40 $74,297.60 $76,523.20 $78,811.20 $81,182.40 $83,616.00

    Preferred Experience and Education Requirements :

    Any combination of training and experience which would provide the required knowledge and abilities is qualifying. Typical ways to obtain this knowledge would be :

  • Previous experience as the manager of a similar emergency shelter program and cumulative experience of at least 3 years in delivering social services to disenfranchised communities.
  • At least 3 years of experience delivering social services to people experiencing homelessness AND (a) supervisory experience or (b) experience in the daily operations of a campus or residential environment.
  • At least 3 years of experience delivering social services to populations similar to people experiencing homelessness AND an advanced degree in Social Work, Public Administration, Public Policy or related fields AND supervisory experience.
  • At least 3 years of experience delivering social services to populations similar to people experiencing homelessness AND at least 1 year of experience in program management
  • Special Requirements :

  • Possession of a valid California Class C Driver's License or must be able to provide suitable transportation which is approved by the organization may be required for certain positions.
  • Bilingual Spanish preferred
  • Training and expertise knowledge of the following areas are required : De-escalation, Motivational Interviewing, Trauma Informed Care, Strengths Based Case Management, Principles of Housing First
  • CPR and First Aid training preferred (training available upon hire and offered by facility).
  • Proficient computer skills required (Microsoft and Google suite).
  • Thorough knowledge of :

  • Social casework objectives, principles, methods and caseload management and organization.
  • Social and economic factors which influence individuals and / or households experiencing homelessness.
  • Principles of human behavior and development and psychological defense mechanisms.
  • Grant compliance and reporting including tracking participation outcomes, financial expenditures, and meeting funders’ criteria.
  • Administering programs to fidelity.
  • Principles and techniques of supervision and management.
  • Housing First
  • Typical Job Duties :

  • Develop and implement goals, objectives and action steps for program case management and program activities.
  • Conduct ongoing program evaluations; implement changes when necessary.
  • Ensure efficient program administration and compliance with government grant and documentation requirements.
  • Meet all administrative requirements including providing monthly program data reports, recordkeeping, data entry, HMIS, attending staff meetings, etc.
  • Develop and / or update program policies and procedures.
  • Oversee, supervise, and support a team of Case Managers, Housing Navigators and Housing Stabilization Specialists who work within various targeted funding streams to locate, secure, place and stabilize program participants.
  • Perform and / or supervise staff in the development and maintenance of accurate written case records including intake, assessment, ongoing housing plans, Housing Needs Assessments, and progress notes.
  • Mentor and support staff members; schedule and maintain weekly 1x1s and team meetings with staff.
  • Model and maintain confidentiality and demonstrate dignity and respect of all participants and guests at all times.
  • Increase community awareness for Housing First and Permanent Supportive Housing.
  • Become a community leader in serving individuals and families experiencing homelessness.
  • When appropriate, work with the Housing Authority to administer the Disabled and Medically Vulnerable Housing Voucher (Section 8) Program, Family Unification Program Voucher, Emergency Housing Voucher and other vouchers as available.
  • Work with the Santa Cruz County Human Services Department and Smart Path to continue to track assessments, referrals, program participation, and housing placements and a community wide By-Name List.
  • Lead or participate in community participation in the Built for Zero campaign to end chronic homelessness in Santa Cruz County.
  • Work with the facilities and direct services team to maintain a safe, sanitary and clean environment for shelter guests and staff.
  • Orient new shelter guests into the program, including outlining shelter policy and expectations, touring the shelter facility and dining hall, etc. and facilitate storage of shelter guests’ personal items
  • Work with participants to meet program expectations and policies
  • Respond appropriately to potential crisis situations that may arise.
  • Work with the Director of Campus and Housing to report potential hazards, and develop and maintain campus and shelter policy.
  • Work with facilities staff to perform room / pallet shelter checks.
  • Support the Direct Services Team in facilitating day services, shelter programs, and additional services.
