Risk Management Professional

Responsible for providing professional direction to the County's risk management program which includes evaluating risk exposures, safety issues, and insuring all of the County's assets. Responsible for planning, organizing, supervising and controlling methods to reduce exposure to loss. Review claims, establish damages, negotiate settlements, and develop recommendations for settlements. Define policies, procedures and processes for claims handling. Negotiate insurance policies / coverage.

The following statements describe the principal functions of this job and its scope of responsibility but shall not be considered an all-inclusive listing of work requirements. Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise to balance the workload.

Directs and supervises all phases of the claims process from intake and investigation through litigation, settlement and / or trial. Consults with, provides guidance and / or participates in negotiations, conferences, depositions, trials and mediations with adjusting companies, legal councils, County staff, claimants, etc.

Manages the department's financial resources. Develops the department's operating budget and insurance budgets. Administers the approved budget and allocates expenditures of budget funds.

Administers premium billings and insurance policies billed to direct departments that relate to said policies.

Develops contractual insurance and indemnification requirements for County projects. Provides consultative advice to departments regarding risks associated with various contractual activities and reviews draft and final agreements for compliance and risk management standards / practices.

Reviews contracts, invitations to bid, requests for proposals, requests for qualifications, leases and other agreements to verify / revise insurance language and established threshold insurance limits with appropriate input.

Reviews and approves all certificates of insurance of contractors, vendors and consultants doing business to ensure compliance with the contract insurance language. Maintains the contractor / vendor insurance certificate program for departments.

Maintains claims log and monitors processing of general liability, auto liability, property and casualty insurance claims to ensure accurate and timely adjudication and settlement.

Manages all subrogation claims in an effort to recover funds lost as a result of damage from a third party.

Coordinates the annual insurance policy renewal process for over ten types of insurance coverage, including the application process and proposals evaluation. Reviews insurance policies to ensure proper valuation and coverage. Recommends changes in policy valuation, coverage and deductibles.

Maintains property and vehicle inventories and valuations.

Serves as co-chair of the safety committee and coordinates with other departments to enhance awareness of risk management and safety-related issues.

Participates in disaster mitigation and recovery including Emergency Action Task Force for Hernando County buildings. Chairs Emergency Action Task Force which encompasses various other departments and agencies.

Develops and implements risk and safety management goals and procedures.

Meets with claimants, attorney's, adjusters and others as required during the course of any disputed claim or lawsuit, including deposition, mediation and trial.

Establishes insurance limits and safety recommendations for special events on County property. Review all Special Events that come through County Administration for insurance compliance with Special Events BOCC Policy. Review all fireworks display permits for compliance with insurance requirements as specified in County Code Ordinance.

Assist departments in determining special insurance needs and work with broker / carrier to obtain such insurance.

Maintains County's driving program. Reviews and critiques Motor Vehicle Records (MVR) and appraise departments of findings. Performs annual employee drivers' license checks.

Interact with Constitutional Officers, Division Directors, attorneys (in-house and outside counsel) and agents on all insurance matters.

Prepares reports and correspondence requested by departments, constitutional officers and commissioners where information must be obtained from a variety of sources, as well as makes recommendations affecting aspects of policies.

Administer access to Asset Management System.

County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description.

Minimum Qualifications :

Bachelor's Degree in Business or Public Administration, Insurance, Risk Management or related field.

A minimum of five (5) years' experience in private or public sector in related field of Risk Management or Safety.

A comparable amount of directly related experience MAY be substituted at the County's discretion for the minimum educational requirements if candidates are not available that fully meet the minimum requirements of the position as posted.

Licenses, Certifications, or Registrations :

Valid Florida Driver's License / insurable and in good standing with County insurance carrier.

Associate in Risk Management (ARM), Association in Risk Management for Public Entities (ARM-P) or Charted Property / Casualty Underwriters (CPCU) designation are preferred.

Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses :

IS-100.c : Introduction to the Incident Command System (ICS)

IS-200.b : ICS for Single Resources & Initial Action Incidents

IS-700.b : An Introduction to the National Incident Management System

IS-800.c : National Response Framework, an Introduction

Required Competencies :

Knowledge of objectives of a risk management program; basic terminology and procedures of insurance industry; research theory and procedures.

Thorough knowledge of claims handling and settlement negotiations. Ability to discuss litigation procedures with defense attorneys.

Ability to gather, assemble, correlate and analyze facts, statistical information and devise solutions to insurance problems.

Considerable knowledge of effective risk management techniques or reduction, retention, control and transfer.

Ability to perform independently.

Ability to make decisions in emergency situations; ability to anticipate and plan to prevent the development of such situations.

Extensive computer skills including database, spreadsheet and word processing.

Ability to communicate effectively, both orally and in writing.

Ability to work efficiently and accurately in an atmosphere of frequent interruption; strong organization skills and ability to prioritize to meet established deadlines.

Ability to handle confidential matters with discretion.

Ability to deal with persons in a courteous, tactful and considerate manner.

Ability and willingness to respond to calls after hours, on weekends and holidays as required.

Working knowledge of the organization and functions of County government.

Physical Demands :

While performing the duties of this job, the employee is required to sit, stand, walk, bend, talk and hear; handle repetitive motion; access file cabinets for filing and retrieval of data.

Work is sedentary and exerting up to 10 pounds of force occasionally and / or negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects is required.

Environmental Conditions :

Work is performed primarily in an office environment working closely with others in occasional noisy office conditions, including computer and printer noises.

Pay Grade : 10
