DSHS ESA Management Analyst 5 Monitoring and Quality Assurance Coordinator

Join the Department of Social and Health Services (DSHS), in a position that protects the integrity of services for immigrant and refugee families and individuals as they build new lives in Washington state. The Office of Refugee and Immigrant Assistance (ORIA) leads statewide efforts to support people arriving and resettling here, by ensuring their basic needs are met, and by providing opportunities to support their social and economic integration.

Working with more than 125 community partners across the state, ORIA oversees programs that provide housing, health care, mental health support, employment services, English classes, foster care for unaccompanied youth, help with citizenship and so much more. As the state's lead for refugee resettlement, ORIA ensures that services meet both immediate needs and long-term goals, helping families gain stability, opportunity, and a true sense of belonging in their new communities.

As the ORIA Monitoring and Quality Assurance Coordinator you will report to ORIA's Director and is responsible for overseeing the development, management, coordination, and implementation of all required programmatic monitoring for all of ORIA's contracted services.

The successful candidate will need strong understanding of federal and state regulations to make recommendations for ORIA and developing corrective action plans that may have a significant impact.

The position oversees ORIA's annual programmatic monitoring implementation plan and implements and maintains ORIA's monitoring framework with the usage of standardized monitoring forms, processes and procedures for consistency across ORIA.

Some of what you'll do :

  • Supervises ORIA's programmatic Monitoring and Quality Assurance team of analysts and consultants, providing training, and setting and maintaining accountability through clear expectations
  • Oversees the development, management, coordination, and implementation of all required programmatic monitoring for ORIA to comply with all federal and state requirements and regulations
  • Analyzes and makes improvement recommendations to ORIA internal processes and develops corrective action plans that may have a significant impact on outside organizations and the implementation of statewide programs
  • Directs ORIA's annual programmatic monitoring implementation plan to ensure alignment with all required federal and state monitoring requirements
  • Oversees all onsite and virtual monitoring visits, including setting the schedule and due dates for information needed in advance, and developing partner communications regarding timeline, plan, and requirements
  • Coordinates all monitoring activities with ORIA's program teams, ESA's Fiscal and Contract Teams and other internal and external partners and interested parties
  • Produces comprehensive monitoring reports, confirming all required follow-up items to address issues identified in the report
  • Develops and maintains a quality assurance framework that defines guidelines and standards for processes, procedures, and operations
  • Develops recommendations for process, procedural, and programmatic improvements for ORIA
  • Other duties as assigned

Who should apply?

  • Bachelor's degree in business administration, public administration, law, public health, health administration, or a related field AND
  • Five years of demonstrated experience in two or more of the following areas :
  • conducting research
  • analyzing policies, laws, rules, or regulations
  • conducting business analysis and developing requirements
  • leading business projects
  • managing business operations
  • business policy development
  • supervising
  • For those positions required to supervise, experience must include at least one year of supervisory experience.
  • Professional experience may substitute year for year for education

    King County employees receive 5% premium pay in addition to the advertised salary and are eligible to receive a free ORCA card for transportation use.
