You will serve as a Contract Specialist of NAVSUP FLC PUGET SOUND.
Responsibilities
- Coordinate with technical subject matter experts and assist in the development of contractually acceptable specifications, statements of work / performance work statements, and quality assurance criteria.
- Develop acquisition plans and formalize the acquisition strategy to address funding, market research, delivery requirements, Government-furnished property, possible follow-on requirements or other contingencies.
- Plan, coordinate and lead negotiation strategies with contractors during contract negotiations.
- Perform contract administration to include incremental funding and price or cost analysis in order to prepare rate and cost adjustments.
- Collect, record and evaluate performance, production and delivery data obtained in statistical, graphic and narrative form reflecting program objectives and status.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following :
To qualify for the GS-13 level : one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector having mastery knowledge and skill in contract negotiation techniques relating to the development of pre-negotiation strategy, supporting, presenting, and directing or performing pre-award and post-award negotiations involving contract changes or modifications.Expert knowledge and skill conducting management reviews on all aspects of acquisition functions with knowledge of the small and disadvantaged business community, small and disadvantaged business policies and regulations, general business practices and structures, the acquisition process regulations, and the systems, goods and services being acquired.Experience examples include : coordinating with technical SMEs on specifications; developing acquisition plans and strategies; planning and leading negotiations; performing contract administration including funding and cost analyses; evaluating performance data.To qualify for the GS-12 level : one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band performing Contract Specialist work involving procurements of complex contracts for supplies and services; knowledge of contract administration, pre-award, and cost / price analysis; and ability to evaluate bid responsiveness and contractor performance.Experience must include : knowledge of contracting methods and types to perform pre-award, post-award, and price / cost analysis; comprehensive negotiation techniques; planning and negotiating procurements essential to the organization's mission; administrative knowledge of business practices and market conditions; pre-award / post-award price / cost analysis and related staff functions.Applicant must meet the following Department of Defense qualification requirements for 1102 contracting positions : http : / / www.secnav.navy.mil / donhr / Documents / CivilianJobs / DoD_Qualification_Standard_For_GS-1102.pdf and the title 10 requirements found here : http : / / uscode.house.gov / view.xhtml?req=granuleid : USC-prelim-title10-section1724&num=0&edition=prelim
