Director Of Workforce Strategy
Minnesota Management and Budget (MMB) is seeking a Director of Workforce Strategy to oversee the daily operations over the enterprise classification, compensation, recruiting, and career pathways functions of the executive branch of state government. This position will work in tandem with the Workforce Development leadership team to develop and use a data-driven, strategic approach to career development for state employees.
This position will supervise seven (7) staff.
Job duties for this position include :
- Developing and implementing strategies to build, update, and maintain equitable and efficient classification and compensation systems within the executive branch
- Contributing to management bargaining strategy for negotiations state's labor unions
- Representing the agency before the public and other agencies
- Advising on the development of enterprise practices, policies, and administrative procedures related to classification and compensation
- Developing and implementing a data-driven enterprise recruiting strategy to attract and retain top talent in the state's workforce, including creating robust career pathways within and across agencies
- Managing the daily operations of the classification, compensation, recruiting, and career pathways staff so effective and valuable services are provided to state agencies
Telework options for this position are dependent on where the employee lives. With approval, employees that live within 50 miles from the primary work location may telework up to 50%. Employees that live 50 miles or more from the primary location and live in Minnesota may telework more than 50% with approval.
Minimum qualifications :
Five (5) years of experience managing strategic human resource functions in at least two of the three areas of job classification, compensation analysis, and / or recruiting strategyExperience must include :
Demonstrated leadership, which can include any of the following :Ability to influence and negotiate with agency leaders and bargaining partners sufficient to navigate complex and sensitive conversations with professionalism, respect, and confidentialityCommunication skills sufficient to relay complex information to a variety of audiences, including senior leadership, bargaining unit representatives, employees, and job seekersResearch skills sufficient to evaluate employment market data and client needs; recommend and implement effective, data-driven solutions; and forecast trendsProject management skills sufficient to manage major human resource functional areas, from idea generation and research to project implementation and evaluationDemonstrated respect for diversity and a deep commitment to fostering an inclusive and collaborative work environment and to generating work product imbedded with these idealsA bachelor's degree in human resources, business administration, organizational leadership, organizational psychology, or labor relations may substitute for one (1) year of experience. A master's degree in in a similar field may substitute for eighteen (18) months of experience. A doctorate degree in a similar field may substitute for two (2) years of experience.
Preferred qualifications :
Nine (9) years of experience managing human resource functions in the areas of job classification, compensation analysis, and / or recruiting strategyA master's degree or higher in human resources, business administration, organizational leadership, organizational psychology, or labor relationsExperience with the State of Minnesota job classification (Hay Job Evaluation), compensation including pay equity, and recruiting practices, policies, procedures, and lawsExperience practicing human resources in a union work environmentExperience managing human resources staffAdditional requirements :
