Overview
Tecolote is seeking a Cost Analyst to utilize their skills in cost estimating / analysis as well as in program management to support programs involved in development and procurement of space vehicles, ground segments, software suites, and integration infrastructure for various programs of the DOD Space Domain Awareness and Combat Power (SDA&CP) community.
Responsibilities
- Plan and develop cost estimates, perform risk analyses and generate all required / associated documentation
- Work with program managers, team leads and other technical staff to develop program descriptions, strategies and acquisition documents
- Observe and report useful, data-driven insights and make recommendations to Government customers
- Analyze hardware / software contractor's :
Cost / schedule / technical data and / or estimates and generate independent projections
Cost / schedule / technical data and provide evaluations and assessments to our customers and Government leadersProposal data (both technical and price) and support Government source selectionsBe able to comfortably, confidently and accurately present results to our Government customers (all levels of DoD review)Support and participate in all hardware / software design reviews, timed program reviews and management reviewsArm the PM, SML, CFO & PEO with accurate, concise and defendable cost positionsSkills Required
US Citizenship RequiredActive TS / SCI clearance required10+ years of cost estimating and analysis experiences supporting DoD, National Reconnaissance Office (NRO), Intelligence Agency, National Aeronautics and Space Administration (NASA), or National Oceanic and Atmospheric Administration (NOAA) customersBachelor's degree required, preferably in engineering, mathematics, statistics, the sciences, economics or business; Master's degree is desiredProfessional Certification in recognized professional society / educational organization (i.e., ICEAA, PMI or DAWIA) is desiredExperience using MS Excel required; 4 years of experience using Automated Cost Estimating Integrated Tools (ACEIT), Unmanned Space Vehicle Cost Model (USCM), SEER Software, Aerospace Small Satellite Cost Model (SSCM), NASA Instrument Cost Model (NICM), and / or COCOMO II is desiredMust possess strong verbal and written communication skills; position requires both independent work and collaborative work, all in a fast-paced environmentExtensive knowledge of the DoD acquisition process, experience developing hardware and software cost estimating relationships and cost methodologies, building cost models, applying inflation, exploring phasing approaches, collecting and normalizing data, performing detailed risk & uncertainty analysis and documenting all resultsMust possess technical familiarity with program(s) they are supportingExperience leading independent cost estimates and reviewsFamiliarity with the DoD PPBE budget process is a mustSalary Range : $100,000.00 - $120,000.00 / Year, DOEEducation
Bachelor's degree required, preferably in math, engineering, business, or the sciences.
