CMHW Provider Policy Specialist

The Division of Mental Health and Addiction supports Indiana's network of mental health care providers. We operate six hospitals and fund addiction and prevention programs.
Role Overview :
The CMHW Provider Policy Specialist is responsible for managing, training, and ensuring a competent workforce for individuals and entities who provide services for the 1915i Child Mental Health Wraparound (CMHW) program. This position is vital as it ensures that providers meet the qualifications and maintain all applicable standards to provide behavioral health services to vulnerable youth and families. This also includes policy development, review, and updates, as well as provider training, oversight and management, and provider quality assurance (QA) reviews, qualification determinations, and incident reporting. Also, this position will ensure the CMHW program maintains compliance with all state and federal rules, including Medicaid & Center for Medicare & Medicaid (CMS) policies, State Plan Amendment (SPA), and applicable Indiana Administrative Codes.
The salary for this position traditionally starts at $59,800.00 but may be commensurate with education or work experience.
A Day in the Life :
The essential functions of this role are as follows :
- Research and perform analysis of the efficiency and effectiveness of existing and proposed programs and policies of the agency.
- Identify procedural inefficiencies and process duplication among and between programs and make recommendations for potential alternatives.
- Research compliance of all existing and new policies and procedures in meeting federal and state requirements.
- Use process improvement to facilitate the collection and analysis of information to assist management in identifying and planning business process changes for short and long-term strategic goals.
- Review and evaluate new or improved practices for application to agency programs or operations.
- Perform analyses of business issues, prepare project reports, and develop proposals to implement changes in program processes and procedures.
- Provide recommendations to Agency Leadership regarding multi-dimensional issues impacting program processes and procedures.
- Monitor proposed or pending changes in federal programs, laws, rules, regulations, eligibility criteria, etc., in terms of the potential impact on programs, rules, laws, and policies. Recommend appropriate response and / or action.

This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and / or paid leave taken to receive their base biweekly salary.
What You'll Need for Success :
You must meet the following requirements to be considered for employment :
Seven (7) years of work experience in business administration, economics, program design, public administration, public policy, statistical analysis, or accredited college training in a related field ORBachelor's Degree in Business Administration, Economics, Public Administration, or related fields may substitute for the required experience with a maximum substitution of four (4) years.Thorough knowledge of program research design, data and information collection and analysis or statistical analysis.Broad knowledge of agency programs and their interaction and overlaps.Broad knowledge of applicable federal and state programs and statutory requirements as they apply to the agency programs.Through knowledge in the areas of policy analysis, organizational analysis, public administration and management, budgeting, and financial management as they apply to public service delivery.Ability to use standard computer word processing, spreadsheet, and database programs as needed for research and statistical analysis.Ability to analyze problems, to recommend and present alternative solutions.Ability to communicate effectively.Able to perform essential functions with or without reasonable accommodation.Supervisory Responsibilities / Direct Reports :
This role may be utilized in a supervisory capacity based on agency needs.
