GENERAL SUMMARY :

Under the general direction of the Director of Human Resources, this position supports and manages all

functions of the Human Resources Department, including internal diversity, equity, and inclusion (DEI) work,

state, federal, and local personnel policies and regulations, recruitment, employee relations, policy development,

labor relations and any other tasks. The Assistant HR Director / Internal Equity Officer ("position") will be

exposed to all aspects of the Human Resources Department but may be assigned to specific functional areas of

the organization or department, as determined by the Director of Human Resources. This position requires a

high level of professionalism, confidentiality and superior customer service skills.

ESSENTIAL FUNCTIONS :

  • Work in collaboration with the Clinical Engagement and Community Equity Officer to ensure the

Town's DEI initiatives and programs are in alignment internally for employees and externally for the

community at large.

  • Advise and collaborate with employees and the Senior Management Team (SMT) to establish,
  • coordinate, and assess DEI initiatives that are internally focused. Identify, execute and promote best

    practices in DEI.

  • Provide leadership to and partner with the SMT to improve the Town's culture of belonging and design
  • equitable structures throughout the Town's employee programs and processes. Review internal policies

    and plans developed town wide to ensure they support the Town's DEI goals.

  • Develop and monitor metrics across Town departments that capture the Town's internal vision and goals
  • for advancing DEI across the organization. Identify best practices and emerging workforce trends;
  • identify external trends and benchmarks that inform and complement internal workforce goals and

    employee engagement; bringing new ideas to the Town's internal DEI initiatives.

  • Assist Town departments in setting and achieving DEI goals, specifically in recruiting, hiring, developing,
  • promoting and retaining qualified employees who reflect the diversity of the community. Assist with

    outreach and recruitment and serve on hiring and interview panels.

  • Support the development of employee resource groups and working groups, that will positively impact
  • the organization through effective leadership, engagement, programming and management.

  • Develop and build programs that create a common language around racial and social equity and inclusion
  • and facilitate dialogue amongst Town employees.

  • Serve as the Town's affirmative action officer.
  • Review the existing organizational structure, policies and procedures, and routinely assess for obstacles
  • and barriers that may prevent equitable access to jobs, programs, and services, and recommend new,

    equitable policies and practices, rooted in research, as necessary.

  • Support the implementation of the Town's ADA transition plan in areas where it pertains to internal
  • structures and policies.

  • Monitor and make recommendations relative to federal, state and local equal employment opportunity and
  • non-discrimination policies, mandates and directives to ensure that the Town is in full compliance.

  • Assist the HR Director in all human resource functions for Town personnel, including, but not limited to
  • recruitment, benefits administration, state and federal regulation compliance, wage and salary

    administration, job classifications and position revisions, collective bargaining negotiation and

    administration, policy administration, grievance procedure administration, and training programs.

  • Assist in the development and recommendation of policies and procedures; maintain and update the
  • Town's Administrative Directives as needed.

  • Assist with the development of the Department's operating budget and ensure that the Department
  • operates within budgetary constraints.

  • Exercise responsibility for the maintenance of important departmental and personnel records. Prepare
  • periodic reports and analysis of personnel data, such as salary, benefits, budgetary costs related to

  • personnel and training, collective bargaining research and cost analysis, compliance and auditing, etc.;
  • Establish and maintain appropriate records and reports in compliance with all local, state, and federal

    law.

  • Implement and manage the Town's training and development program; assist in determining types of
  • training to include in the program; review and recommend staff development opportunities and needs;
  • consult with the Director of Human Resources on program development and needs.

  • Assist the HR Director and Town Management with preparing for grievance hearings, arbitrations,
  • negotiation sessions, etc. Participate in grievance hearings and bargaining.

  • Consult with the HR Director for advice or clarification of Town policy or procedure on unusual
  • requests, employee issues or other situations that may have legal, union, or precedent setting

    ramifications.

  • Conduct research relating to human resources topics; work on special projects, both short and long term
  • as required. Maintain knowledge of trends, best practices, regulatory changes and new technologies in

    human resources, talent management and employment law.

  • Cross train in all aspects of the Human Resources Department to assist in the maintenance of continuous
  • service.

  • Perform similar or related work as required, directed or as situation dictates.
  • MINIMUM QUALIFICATIONS :

    The Town will consider any combination of relevant work experience, volunteerism, education, and transferable

    skills as qualifying unless an item in the qualification section of the job description is labeled required.

  • Bachelor's Degree in Human Resources Management or related field and three to five (3-5) years of
  • human resources experience or Associate's Degree in Human Resources Management or related field

    and five to seven (5-7) years human resources experience; Certification with the Society for Human

    Resources Management highly desirable; or any equivalent combination of education, training and

    experience.

  • Personnel management and policy development experience is strongly preferred.
  • Advanced experience with computers and Microsoft Office is required.
  • KNOWLEDGE, ABILITY AND SKILL

    Knowledge : Thorough knowledge of office practices and procedures and familiarity with the laws and

    regulations affecting Human Resources. Knowledge of the core concepts and values of diversity, equity and

    inclusion. Knowledge of word processing and spreadsheets. Knowledge of commonly used HR concepts,

    practices and procedures.

    Ability : Must have the ability to maintain strict confidentiality in dealing with extremely sensitive employee

    information. Ability to maintain effective relationships and professional communication with all departments.

    Ability to provide guidance and facilitation on personnel issues. Ability to deal appropriately and tactfully with

    colleagues, consultants, general public, etc. Ability to keep accurate complex records and generate reports

    accordingly. Ability to perform in a fast-paced office environment. Ability to work independently and under

    minimal supervision. Ability to give presentations. Ability to interact effectively with employees, retirees and

    others with tact and diplomacy. Ability to communicate and engage with individuals of diverse backgrounds

    and experiences.

    Skills : Strong computer skills. Excellent customer service and organization skills, excellent time-management

    skills, excellent written and verbal communication skills, strong project management skills and experience in

    establishing and maintenance of employee confidential files and record keeping. Excellent attention to detail.

    SUPERVISION

    Received : Works under the general direction of the Director of Human Resources, and in accordance with the

    applicable provisions of the Massachusetts General Laws.

    Exercised : Oversees Human Resources Associate, Benefits Manager, Benefits Assistant and Administrative

    Assistant.

    Job Environment

  • Normal office environment, not subject to extreme variations of temperature, noise, odors, etc. Majority of
  • work is performed in a moderately noisy work environment, with constant interruptions. Frequently

    subjected to the demands of other individuals and the volume and / or rapidity with which tasks must be

    accomplished.

  • Makes frequent contact with the public, department heads, and other Town employees. Contacts are in
  • person, by phone, email and group meetings and involve an information exchange dialogue.

  • Has access to employee-related confidential and / or sensitive information.
  • Errors could result in delay or loss of services, and significant monetary loss and / or legal repercussions.
  • May be required to work additional / extended hours from time to time.
