Position Summary
Perform technical tasks and customer service as the primary contact in Development Services for all public inquiries related to the development review processes. Apply technical knowledge to respond to development related questions or ensure that the questions are forwarded to the appropriate staff. Process applications, review plans, conduct research and compile building, engineering, land use, and development information, calculate development review fees, collect fees, issue permits, and coordinate customer requests involving permitting and code enforcement. This position is the journey level classification in the permit technician series. Incumbents are expected to perform basic and skilled work with minimal supervision or oversight. These tasks are illustrative only and may include other related duties.

Essential Duties
Coordinates the development review process.
Provides technical development information to the public relating to City development ordinances, various State construction and licensing regulations, the Land Development Code, and City's livability code.
Compiles and maintains permit data files; produces standard statistical and activity reports.
Administers the street address program and banner program.
Administers the City's concrete finisher program.
Coordinates with staff to administer the State's minor label program and Master Electrical program.
Acts ethically and honestly; applies ethical standards of behavior to daily work activities and interactions. Builds confidence in the City through own actions.
Conforms with all safety rules and performs work in a safe manner.
Delivers excellent customer service to diverse audiences.
Maintains effective work relationships.

Qualifications and Skills
Education and Experience
High school diploma, or equivalent.
Two years of position-related work experience.
Knowledge, Skills, and Abilities
Excellent interpersonal, communication and customer relations skills. Ability to respond comprehensively to customer questions related to development.
Ability to assist customers to use online application technology.
Demonstrated knowledge of research methods.
Demonstrated knowledge of mathematical calculations.
Constantly re-prioritize and manage multiple high priority customer requests at any given time.
Get along well with coworkers and the public, and maintain effective work relationships.
Thorough knowledge and understanding of the regulations and processes related to development activities, and the ability to apply this knowledge to customer requests for information and assistance.
Coordinate activities of co-workers involved in the plan review and inspection processes.
Respond constructively to customer complaints.
Special Requirements
Certification as a Permit Technician by the International Code Council must be obtained within the probationary period.
Oregon Inspector Certification (OIC) by the Oregon Building Codes Division must be obtained within the probationary period.
Knowledge and understanding of the City Municipal Code and state / local construction codes and standards; basic understanding of construction practices and principles.
Ability to communicate complex state and local construction regulations, City review processes, and City policies effectively with technicians and non-technicians.
