DMV Agency Management Lead Analyst
The Virginia Department of Motor Vehicles is looking to hire an Agency Management Lead Analyst for the State Non-Profit Higher Education Program, within our Highway Safety Office! This position reports to the Deputy Director of Highway Safety Programs and is responsible for managing statewide traffic safety initiatives, training operations, stakeholder coordination, and grant funding. The incumbent oversees program delivery, develops training content, fosters collaboration with community partners, and ensures compliance with federal and state guidelines. The role emphasizes data-driven decision-making to improve highway safety outcomes while representing the agency in high-profile interagency efforts and public forums.

Minimum Qualifications
Comprehensive understanding of traffic safety laws, regulations, and initiatives at state and federal levels, including those established by the National Highway Traffic Safety Administration (NHTSA). Strong knowledge of performance management practices, including goal setting, feedback, and evaluations. Knowledge of behavioral psychology and its application to public safety campaigns. Expertise in public relations strategies, including media outreach, crisis communication, and stakeholder engagement. Knowledge of DMV processes, emerging technologies, and customer engagement strategies for public outreach. Advanced communication skills for engaging diverse audiences and stakeholders effectively. Proficiency in data analysis, interpretation, and visualization to inform strategic decisions and public campaigns. Project management skills, including budget oversight, timeline adherence, and change management. Skill in building partnerships with public, private, and nonprofit organizations to expand program reach. Problem-solving abilities to address operational challenges and drive innovative program design. Adaptability to respond to evolving priorities and stakeholder needs in a dynamic work environment. Ability to develop and execute strategic plans aligned with organizational goals and performance metrics. Competency in interpreting and applying laws, policies, and guidelines effectively. Capacity to handle sensitive and confidential information with discretion. Analytical ability to identify trends, assess risks, and recommend solutions to improve outcomes.
