Position Overview :
The Payroll Manager is responsible for processing payroll and managing payroll tax compliance to ensure accurate and timely processing. The manager assists in various aspects of month-end close, year-end close, audit assistance, and tax preparation. This role collaborates with the finance team and across various business units at the U.S. Chamber of Commerce and the U.S. Chamber of Commerce Foundation, playing a key part in identifying and implementing process improvements to enhance efficiency and accuracy across both the payroll and financial reporting functions.
Responsibilities :
Handle daily payroll operations, including collecting and verifying timekeeping information.
Perform a variety of recordkeeping and payroll processing activities, including computing wage and overtime payments, calculating and recording payroll deductions, processing off-cycle payrolls, and processing new hires and terminations.
Participate in new hire orientation.
Maintain accurate payroll records, including payroll garnishments.
Develop financial and operational reports.
Reconcile financial data and validate reports.
Follow appropriate state and federal taxation of employee pay and benefits.
Prepare and file payroll tax returns, resolve discrepancies, and stay updated on tax law changes.
Run and report on regular payroll data audits.
Process year-end reports, including W-2 and W-2c.
Coordinate with HR to process new hires, terminations, and benefits.
Maintain employee and payroll confidentiality.
Act as the point person for employee questions concerning timesheets and payroll.
Process expense reports.
Support the financial reporting software and reporting structure as needed.
Reconcile and post biweekly payroll, tax, and investment activity.
Prepare and review journal entries as assigned.
Assist in monthly and annual reporting as assigned.
Help prepare and provide audit support in conjunction with the audits of the financial statements and the Chamber’s employee benefit plans.
Help prepare federal and state tax forms.
Qualifications :
Bachelor’s degree in accounting or a related field.
Knowledge of federal, state, and local payroll laws and tax policies.
Strong commitment to payroll best practices and regulations.
Keen attention to detail and organization.
Broad business knowledge, including IT, HR, and finance.
Proficiency in MS Office, including advanced Excel skills.
Excellent verbal and written communication.
Top-notch organizational and multitasking skills in a deadline-driven environment.
Preferred Skills :
Public accounting experience.
APA Fundamental Payroll Certification (FPC) or equivalent experience and 5+ years of multistate payroll experience.
Association and nonprofit experience.
CPP (Certified Payroll Professional).
Experience with Dayforce payroll software or similar systems.
Experience with TimeSite or similar timecard systems.
The salary range for this position is $89,174.00 to $121,000.00. The actual salary paid for this position will vary based on market data, an applicant’s qualifications, relevant degrees, certifications, and other factors. Our full-time employees are eligible for benefits, including health care, vision, dental, retirement, and paid leave.
