Job Description

The Environmental Technician, Lead is a rotational position working a 3-month on and 1-month off schedule at Eareckson Air Station (EAS), located in Sheyma, AK.

While working on-site housing is provided in the form of a dormitory facility. All meals are furnished through the cafeteria.

Transportation to EAS from Anchorage, AK is provided by government sponsored aircraft.

Job Summary

The Environmental Technician, Lead ensures the day-to-day administration of the project's on-site environmental regulatory compliance.

This position works closely with the Environmental Manager, handling daily site environmental compliance and responsible for all waste management and related functions.

Essential Duties & Job Functions

  • Trains and guides the Environmental Technician in scheduling and completion of daily tasks.
  • Establishes support and oversees Material Accumulation Point (MAP), Satellite Accumulation Points (SAPs), and waste stream collection centers.
  • Trains monitors on responsibilities and inspects MAP and SAPs for compliance and proper management procedures.
  • Supports and oversees smart ash and used oil burners.
  • Ensures the briefing of all incoming flights and third-party personnel on environmental, cultural, and natural resource requirements.
  • Supports, assists, and oversees, when approved by the PM office, third-party environmental regulatory compliance, IAW company management plans, federal and state laws, and Air Force requirements.
  • Leads periodical general facility inspections and monitors environmental compliance.
  • Tracks pollution prevention efforts and ensures timely and accurate completion of Monthly Pollution Prevention Metrics report.
  • Acts as a spill response member (Emergency Response Team) and spill clean-up crew leader.
  • Reviews and assists updating Environmental Management Plans (air, waste stream management, hazardous material, water quality, environmental training, storm water, environmental compliance assessment, and program management).
  • Oversees the collection of various samples.
  • Utilizing demonstrated knowledge of agriculture, chemistry, meteorology, engineering principles, and applied technology, conducts tests and field investigations to obtain data to use by environmental, engineering, and scientific personnel to determine sources and methods of controlling pollutants in air, water, and soil.
  • Conducts chemical and physical laboratory to conduct field tests according to prescribed standards to determine characteristics and composition of solid, liquid, or gaseous materials and substances, using pH meter, chemicals, analytical instrumentation, and chemical laboratory equipment.
  • Collects water samples from streams, wells, and lakes, including raw, semi-processed, or processed water, industrial or sanitary wastewater, or water from other sources to assess pollution problem.
  • Collects soil, silt, or mud to determine chemical composition and nature of pollutants.
  • Prepares samples for testing and shipment, records data, and prepares summaries and charts for review.
  • Installs, operates, and performs routine maintenance on gases and fluid flow systems, chemical reaction systems, mechanical equipment, and other test instrumentation.
  • Operates data collection stations.
  • Performs related work as assigned.

Lead Duties and Responsibilities

  • Keeps supervisor apprised of mission status.
  • Directs and coordinates activities of the assigned sections.
  • Assist craft personnel in assigned tasks.
  • Ensures the observation of proper housekeeping practices.
  • Ensures compliance with applicable safety regulations and practices.
  • Completes mission status reports.
  • Ensures the scheduling and accomplishment of work within established timelines.
  • Ensures subordinate time records reflect accurate work hours and appropriate project coding.
  • Coordinates personnel TOS requests while maintaining mission requirements.

Accountable For

  • Hazardous waste collection, storage, and disposal techniques.
  • Hazardous waste management, manifesting, and shipping.
  • Environmental regulatory compliance associated with aviation and multi-modal facilities and operations.
  • Handling of hazardous waste, materials, and spill response
  • Use common office machinery, including copiers, fax machines, and computers.
  • Training and directing others in the successful accomplishment of their jobs.
  • Working professionally with a variety of people and personalities.
  • Meeting deadlines and handling potentially high stressful situations.
  • Effective oral and written communication.

Work Conditions

Work is generally performed in an office setting. The incumbent may periodically be exposed to inclement weather conditions.

The incumbent may occasionally need to lift, handle, or move objects without assistance of up to 35 pounds.

Requirements

Minimum Qualifications

  • High school diploma or equivalent.
  • Current 40-hour RCRA certification in accordance with 40 CFR 260-280.
  • Current DOT / IATA certification in accordance with 40 CFR , or the ability to obtain certification within six (6) months hired.
  • Current 40-Hour HAZWOPER certification.
  • Current asbestos abatement certification and State of Alaska Fitness card, or the ability to obtain within six (6) months of hire.
  • Current EPA Visible Emissions Method 9 certification or the ability to obtain within one (1) year of hire.
  • Demonstrated proficiency in Microsoft Word, Excel, and Outlook at an intermediate level.
  • Valid state drivers’ license with an acceptable driving record.
  • Ability to obtain and maintain a National Agency Check with Inquiries.
  • Ability to successfully pass a pre-employment physical and drug test.

Preferred Qualifications

  • One year of related work experience.
  • Certified hazardous waste site worker, based on training requirements specified in 29 CFR
