For over 25 years, National Experienced Workforce Solutions (NEW Solutions) has specialized in connecting experienced workers (ages 55+) with full-time and part-time job opportunities that support the critical missions of Federal Agencies across the United States.

NEW Solutions connects experienced workers (ages 55+) with the National Park Service (NPS). These experienced professionals provide administrative expertise, facilities management, natural and cultural resource planning, and a broad array of other professional skills that support the National Park Service through the Experienced Services Program (ESP).

Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.

PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEW Solutions. An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions.

Qualifications:

Minimum of 15 year(s) of experience in Landscape Architect, Architect, or General Engineering OR BA/BS Degree in Landscape Architect, Architect, General Engineer with minimum additional experience of 15 year(s) in Project Management in Design and Construction environment

  • Knowledge of managing construction contracts, AE services
  • Experience required with Windows, MS Word, MS Access, MS PowerPoint, MS Teams, MS Outlook, MS SharePoint, Adobe Acrobat
Duties:

Enrollee serves as a Project Specialist in the Design and Construction or Transportation Division within the Denver Service Center under the direction of one of the Branch Chiefs and is responsible for assisting the Project Manager in initiating, establishing, guiding, and controlling multiple DSC design/construction projects from inception through completion.

  • Serves as a technical point of contact for park, region, and program center staff regarding projects assigned to DSC and arising from various fund sources. Duties may include but are not limited to the following: Assists the PM in determining project scope (goals, objectives, deliverables, reporting requirements, work options /alternatives), schedules (timetables, milestones), budget (planning/design/construction cost estimates/financing procedures), A/E selection, and appropriate level of quality. Assists in preparing the Project Management Plan, which is negotiated with the customer. Assists in coordinating all core teamwork efforts and project deliverables. As a member of the project core team, has responsibility for the successful completion and execution of assigned projects. Coordinates with compliance specialists, compliance and A/E firms, CM firms, construction contractors, park and region staff to help ensure compliance, quality, scope, and programming criteria are maintained. Works with other Project Specialists, Resource Specialists, Project Managers, Branch Chiefs, compliance specialists, technical specialists, budget staff, and quality assurance staff to adhere to DSC standards and priorities while keeping projects on schedule. This involves constant project evaluation against time-phased schedules and budget requirements, identifying problems and coordinating their solution with the PM, resolving technical and scheduling problems as needed, and developing corrective actions to ensure successful project accomplishment. Assists the PM in developing construction planning requests for submission to the region and WASO Construction. 50%
  • Assists the primary Contracting Officer's Representative (COR) or alternate COR. Duties may include but are not limited to the following: Assists the PM in initiating purchase requests for design task orders and construction contracts. Assists in negotiating and managing A/E services, construction management services. and construction contracts. Coordinates review of submittals and work of on-site contracted construction management inspector. Oversees project closeout including but not limited to: post occupancy, warranty review, and as-built drawings. Assists in identifying discipline needs and selection criteria for A/E selection. Identifies additional professional discipline needs obtainable by contract. Participates in the selection process for A/E contractors. Reviews and analyzes contractor proposals from both a technical and cost perspective. Works collaboratively with the panel and contracting office staff to select the best-value contractors. 40%
  • Provides technical expertise during project planning (pre-design and schematic design), and design. Duties may include but are not limited to the following: During planning, duties may include but are not limited to scoping; providing programming assistance: providing technical assistance on feasibility, construction impacts, constructability issues; assisting in preparing Development Advisory Board submittals: assisting in developing and updating project Capital Asset Plans and Spending Plans; and participating in Value Analysis workshops 5%
  • On projects where assigned as the Project Specialist, performs all assigned tasks and ensures the timely completion of all work. The Project Manager will be the primary point of contact to the customer and mentor and provide professional expertise and guidance to the Incumbent throughout the project. 5%

Other:
  • Overnight travel: Occasional trips to visit project sites within parks may be required. Estimate that travel will be a max 4 nights per trip, with 1-2 trips per year maximum. Travel may require flights or via driving to remote locations.
  • Air travel anticipated: Occasional
  • Physical requirements: Work will primarily occur in an office setting but may require travel to park sites including short hikes on uneven terrain and/or visiting construction sites.
