Bernco Clean Program Supervisor

The Program Supervisor oversees day-to-day operations of assigned programs within a division or department. This role supervises, trains, and supports employees to ensure alignment with organizational goals and program objectives. The supervisor may assist with budgetary planning, policy development, data collection, compliance, and reporting. The position also serves as a liaison with internal and external stakeholders and handles confidential information appropriately.

Functional areas include :

  • Behavioral Health : Leads training and education programs for DWI offenders, detoxification services, transition programs, and inmate services.
  • Housing Program : Manages federal housing subsidy programs and audits.
  • Housing Inspection : Ensures landlord payments comply with HUD guidelines.
  • Solid Waste Program Supervisor : Oversees daily operations and staff in the Solid Waste Section.
  • Open Space : Manages daily operations and staff for Open Space Programming.

General duties and responsibilities include :

  • Supervising and directing assigned staff; participating in hiring, evaluation, training, and disciplinary processes.
  • Training staff in specific procedures and best practices.
  • Developing, implementing, and monitoring programs, including policy and report writing.
  • Assisting in managing timelines and budgets to ensure compliance with regulations.
  • Ensuring adherence to safety protocols.
  • Overseeing teams managing program components within the organization's framework.
  • Building relationships with stakeholders to ensure program goals are met.
  • Monitoring program progress; recommending improvements to leadership.
  • Assigning tasks, prioritizing projects, and monitoring work progress.
  • Maintaining confidentiality of sensitive records and decisions.
  • Performing other related duties as assigned.
  • Minimum qualifications include :

  • Bachelors Degree in related field.
  • Three (3) years of relevant work experience in the area of expertise.
  • One (1) year of supervisory experience.
  • Supplemental information includes :

  • Employee must successfully complete the post-offer employment medical examination and background investigation.
  • Employee must comply with the safety guidelines of the County.
  • Employee must complete required FEMA training(s) as assigned to position.
  • Employee must complete required Supervisor classes if applicable.
  • Depending on assignment, some positions in this classification may require possession of a valid New Mexico drivers license by employment date and maintain while employed in this position.
  • Depending on assignment and pursuant to the criminal history screening for Caregivers Act, new hires at the Behavioral Health Services facility will be required to complete a caregiver criminal history screening for all caregivers.
  • Working conditions include :

  • Work is typically performed in an indoor office environment but occasionally requires travel to other locations.
  • Work environments may include noise, dust and / or unpleasant odors, and may occasionally require work in confined spaces.
  • Occasional evening, holiday and / or weekend work may be required.
  • Work hazards or potential work hazards include those of a detoxification facility environment with exposure to noise and dangerous situations that could involve serious bodily injury and other health hazards.
  • May potentially work alone with or without directions. May work within a group at times and / or with a select team at times.
  • May perform above-mentioned functions at any of the facilities within the Department of Behavioral Health Services. This may include shift and program reassignment. Flexible work hours required.
  • Equipment, tools, and materials typically used in the performance of duties include telephone, computer, photocopy machine, and calculator. Materials and products handled while performing essential duties include files, forms, reports, various other paperwork, and a wide variety of basic office supplies. May handle first aid and oxygen equipment on an occasional basis.
