The Deputy Test Manager plays a mission-critical role in ensuring the operational readiness and delivery of one of the U.S. Coast Guard’s most advanced shipbuilding programs. This position directly supports our commitment to performance, safety, schedule, and national security through disciplined test execution and leadership excellence.
TMMG is seeking a dynamic and highly experienced Deputy Test Manager to lead the planning, coordination, and execution of total ship testing for the U.S. Coast Guard’s Offshore Patrol Cutter (OPC) program. This individual will serve as the ship-level authority for test operations across HM&E, C5ISR, QA, Engineering, and Production domains from Stage 2 through Acceptance and In-Service Trials.A s a key leader in the Test Department, the Deputy Test Manager will directly manage testing activities for an assigned OPC hull, driving schedule, technical excellence, procedural rigor, and alignment across multiple departments and subcontractors. This role demands a mission-focused professional with strong test engineering acumen, field leadership, and the interpersonal skills to ensure test readiness and successful delivery.
Shipyard Deputy Test Manager - POSITION REQUIREMENTS AND RESPONSIBILITIES include the following. Other duties may be assigned.
Manage and execute the complete test program for an assigned OPC hull (Stages 2–7), including system activation, test procedure development, execution oversight, data collection, discrepancy management, and test report submission.
Lead the creation and validation of test procedures across multiple shipboard systems, including propulsion, auxiliary systems, electrical power distribution, combat systems, and control interfaces. Ensure alignment with ABS NVR, NAVSEA, and contract-specific requirements.
Work closely with Program Engineering, HM&E and C5ISR Test Managers, Preventive Maintenance and Certification teams, QA, and Production to ensure cross-discipline test dependencies are managed and milestones are achieved.
Identify and resolve test issues in real-time. Lead resolution of trial cards, QA deficiencies, and technical deviations, ensuring root-cause analysis and corrective actions are documented and executed prior to DD-250.
Interface regularly with government oversight (e.g., USCG, INSURV), Classification Societies (e.g., ABS), OEMs, and ESG senior leadership. Provide test status briefings, data-driven performance metrics, and technical updates.
Supervise Lock-Out Tag-Out (LOTO) enforcement, shipboard safety coordination, and test watchstander protocols. Oversee scheduling and coordination of subcontractor / OEM field service reps during dock and sea trials.
Collaborate with the Program Controls team to integrate test activities into the Program Integrated Master Schedule (IMS), ensuring test milestones are trackable, reportable, and aligned with ship construction phases.
Primarily based at the Nelson Street shipyard in Panama City, FL, with work taking place both in a professional office setting and aboard active construction vessels.
Must be capable of climbing ladders, entering confined spaces, and working in outdoor and industrial environments.
Minimal overnight travel, but may be required for supplier visits, inspections, or training.
