Summary :

Assists in preparation of documentation to support strategic planning, programming, budgeting, and execution, such as OMB Exhibit 300. Provides cost / benefit studies, financial analysis, analysis of alternatives, return on investment, cost estimation, present value, and other analyses in support of capital planning and investment control.

Job Duties :

• Research best practices, supports collection and analysis of data to detect trends, and makes recommendations. Develops and reviews business cases for IT investments.
• Supports IT portfolio management and governance of IT investments in accordance with DHS policies and directives.
• Performs financial and business analysis, risk management and performance measurement, in support of capital planning for IT Investments.
• Conduct Earned Value Management compliance assessment / Integrated Baseline Reviews. Establishes, monitors, measures, assesses, and evaluates performance metrics for the investment and its programs.
• Develop and present CPIC training. Create high-impact presentations for senior client leaders.
• Identify new cost optimization opportunities and risks.
