We seek a professional, knowledgeable, Senior Financial Analyst for a regular, full-time position. The Senior Financial Analyst provides strategic leadership for the Port's treasury, investment, and debt management functions. As Deputy Treasurer, the role oversees daily cash operations, long-term forecasting, and financial modeling, while supporting enterprise-wide initiatives and project financing. Qualifications :
Education : Bachelor's degree in Business, Accounting, or Finance is required, or any combination of equivalent education and experience that demonstrates the ability to competently perform the job.
Experience : Seven (7) to ten (10) years of demonstrated experience in treasury and cash management (preferably for a municipality). Possess a high degree of comprehensive understanding of general accounting principles and practices. Knowledge of GAAP, GASB, Washington State BARS, various account reconciliations, and external reporting.
License / Certification : Valid, unrestricted driver's license. Ability to obtain and maintain a valid Transportation Worker Identification Credential (TWIC Card) upon hire.
Analytical Skills : Able to gather relevant data from appropriate sources; identify all relevant factors or restrictions; apply logical reasoning to determine relationship of variables; develop results-oriented conclusions; test assumptions, observe results, and incorporate revisions or corrections.
Communication Skills : College level written and verbal communications skills. Must be able to communicate effectively up, down, and across the entire organization clearly and succinctly in a variety of styles to get messages across that have the desired effect. The ability to develop and deliver formal presentations in a variety of settings (i.e., one-on-one, small, or large groups).
Detail-Oriented - Able to manage detailed financial information. Attention to detail and a high level of accuracy are required.
Organizational Skills : Able to prioritize and organize numerous tasks and complete them under time constraints. Must have the capacity to balance both short- and long-term issues effectively and handle many simultaneous and often conflicting and changing priorities.
Problem Solving Skills : Logically think through and solve problems involving several variables. Remain objective in gathering information and investigating issues.
Computer Skills : Advanced level skills with Windows-based software, primarily MS Word, Excel, and PowerPoint. Experience with Microsoft Dynamics SL / BC software is highly desirable.

Salary Range : $99,166 - $139,126 annually
