We seek a professional, knowledgeable, Senior Financial Analyst for a regular, full-time position. The Senior Financial Analyst provides strategic leadership for the Port's treasury, investment, and debt management functions. As Deputy Treasurer, the role oversees daily cash operations, long-term forecasting, and financial modeling, while supporting enterprise-wide initiatives and project financing. Essential responsibilities may include, but are not limited to the following :

Leadership, Collaboration & Communication

  • Plans, organizes, and executes financial tasks and projects of the organization.
  • Works independently with minimal supervision to provide financial recommendations and strategic analysis to leadership.
  • Collaborates with department managers across the organization to interpret financial information and inform decision-making.
  • Prepares and delivers reports, presentations, and dashboard indicators for staff, leadership, and the Board of Commissioners.
  • Provides support and backup for various accounting and treasury functions as needed.
  • Actively supports the Port's mission and vision and demonstrates values consistently.
  • Works effectively as a team player with all Port employees.

Financial Planning, Analysis & Reporting

  • Develops and maintains comprehensive financial forecasts, reports, and cash flow models to support strategic and operational decision-making.
  • Provides financial insight and analysis to evaluate business performance, project viability, and return on investment.
  • Supports financial planning and modeling for new business opportunities, contract negotiations, and long-term strategic initiatives.
  • Evaluates the financial effectiveness of programs and projects, comparing outcomes to original objectives.
  • Treasury & Cash Management

  • Develops and manages short- and long-term cash flow and capital plans aligned with organizational strategy.
  • Oversees cash budgeting, forecasting, and liquidity management to ensure optimal investment returns and sufficient cash availability.
  • Evaluates and tracks daily cash positions, recommending and executing transactions to maximize returns while maintaining liquidity.
  • Assesses and manages financial risk exposure related to investment and debt activities.
  • Debt & Investment Management

  • Coordinates with the Accounting Department transactions related to all cash, investments, and debt obligations of the Port.
  • Assesses debt structure and coordinates capital financing to minimize cost of capital.
  • Maintains debt accounting, schedules, reconciliations, and payment processing; ensures compliance with accounting standards and regulations.
  • Provides prudent investment recommendations that optimize returns within policy and risk parameters.
  • Policy, Compliance & External Relations

  • Assists in the development and implementation of treasury policies, procedures, controls, and standards to ensure compliance with Port practices, accounting standards, and state and federal regulations.
  • Establishes and maintains effective relationships with financial institutions, investment advisors, underwriters, and bond counsel.
  • Acts as Deputy Treasurer, providing support and backup to the Treasurer appointed by the Board of Commissioners.
  • Other duties as assigned.

    Qualifications :

    Education : Bachelor's degree in Business, Accounting, or Finance is required, or any combination of equivalent education and experience that demonstrates the ability to competently perform the job.

    Experience : Seven (7) to ten (10) years of demonstrated experience in treasury and cash management (preferably for a municipality). Possess a high degree of comprehensive understanding of general accounting principles and practices. Knowledge of GAAP, GASB, Washington State BARS, various account reconciliations, and external reporting.

    License / Certification : Valid, unrestricted driver's license. Ability to obtain and maintain a valid Transportation Worker Identification Credential (TWIC Card) upon hire.

    Analytical Skills : Able to gather relevant data from appropriate sources; identify all relevant factors or restrictions; apply logical reasoning to determine relationship of variables; develop results-oriented conclusions; test assumptions, observe results, and incorporate revisions or corrections.

    Communication Skills : College level written and verbal communications skills. Must be able to communicate effectively up, down, and across the entire organization clearly and succinctly in a variety of styles to get messages across that have the desired effect. The ability to develop and deliver formal presentations in a variety of settings (i.e., one-on-one, small, or large groups).

    Detail-Oriented - Able to manage detailed financial information. Attention to detail and a high level of accuracy are required.

    Organizational Skills : Able to prioritize and organize numerous tasks and complete them under time constraints. Must have the capacity to balance both short- and long-term issues effectively and handle many simultaneous and often conflicting and changing priorities.

    Problem Solving Skills : Logically think through and solve problems involving several variables. Remain objective in gathering information and investigating issues.

    Computer Skills : Advanced level skills with Windows-based software, primarily MS Word, Excel, and PowerPoint. Experience with Microsoft Dynamics SL / BC software is highly desirable.

    Physical Requirements :

  • Physical ability to sit, stand, and bend for extended periods throughout the workday.
  • Talk, hear, walk, push / pull, stoop, kneel and reach on a frequent to regular basis.
  • Repetitive hand motions on a frequent basis including fingering, grasping, and handling.
  • Ability to read handwritten and typed documents on paper and on computer screens.
  • Ability to continuously use standard office equipment including copier, fax, computer, and telephone.
  • Ability to lift or carry objects weighing up to 25 lbs. and drive on an as-needed basis.
  • Work is generally performed in an office environment and may occasionally occur at various outdoor locations where adverse weather conditions, uneven ground, exposure to moving machinery and moderate to loud noise are common.

    Salary Range : $99,166 - $139,126 annually
