Hours : Varies Mon thru Sat

Position Overview

The Operations Manager is responsible for overseeing the daily functions of the transit agency’s fixed-route, paratransit, and demand-response services. This role ensures safe, efficient, and customer-focused public transportation by managing operations staff, monitoring service performance, ensuring compliance with regulatory requirements, and collaborating with internal departments to achieve agency organizational goals.

Key Responsibilities

The following is a representative list of duties and responsibilities and is not intended to be comprehensive.

  • Manage and support the operations team responsible for daily transit services, including on-time performance, route coverage, dispatch, and service delivery.
  • Quickly address and resolve service disruptions and customer complaints.
  • Coordinate with the Maintenance Manager for service planning, implementation, and special events.
  • Work closely with Operations Supervisors to ensure consistent communication and adherence to agency policies and procedures.
  • Develop and maintain procedures that ensure accuracy for daily operations.
  • Contribute to the development and implementation of the agency’s organizational culture.
  • Prepare departmental operating budgets and contribute to long-term capital planning.
  • Collaborate with departments such as Human Resources, Administration, and Maintenance to support operational success.
  • Monitor and manage overtime within budgetary limits.
  • Enforce safety regulations and review accident reports. Coordinate with risk management and ensure timely documentation of employee training, performance, and disciplinary actions.
  • Serve as the Emergency Operations Manager and Safety Manager for the agency.
  • Maintain a regular presence at the Transit Center to act as a liaison with passengers, the public, and employees.
  • Meet with vendors and partners as necessary to support operational goals.
  • Develop and maintain accurate operational reporting procedures and documentation.
  • Serve as the liaison between Employee Safety Committee (SERC) and management.
  • Assist with implementing service changes and special projects across departments.
  • Coordinate with Supervisors, other departments, and stakeholders to implement service changes, detours, or special projects.
  • Oversee investigations into accidents, incidents, and policy violations.
  • Monitor staff performance of the operation supervisors.
  • Identify training needs for operations staff.
  • Analyze operational data to identify inefficiencies and recommend improvements.
  • Prepare and present reports to leadership, the board, and regulatory agencies.
  • Perform other duties as assigned.

Relationships

The Operations Manager is directly supervised by the General Manager. This position directly supervises the operational supervisors.

Education & Experience

  • Bachelor’s degree in business management, business administration, or related field, or equivalent work experience
  • 3 to 5 years of supervisory experience, preferably in transit operations.
  • Skills & Abilities

  • Excellent written and verbal communication skills in English.
  • Strong leadership and team management capabilities.
  • Ability to interact professionally with staff, board members, public officials, and the general public.
  • Strong time management, prioritization, and problem-solving skills.
  • Comfortable in a fast-paced, dynamic, and occasionally high-pressure environment.
  • Ability to read and interpret budget and operational data.
  • Proficient in Microsoft Office and related software.
  • Able and willing to work extended hours, including weekends, as needed.
  • Ability to travel for agency business as needed.
  • Work Environment & Conditions

    Work is performed in both office and field environments, with frequent travel between facilities and service routes.

    May require availability for evenings, weekends, holidays, and on-call situations.

    Must be able to sit, stand, and walk for extended periods; occasional lifting up to 20 lbs.

    Position includes a cell phone allowance due to extended availability.
