DESCRIPTION

The Business Continuity Manager plays a critical role in ensuring the ongoing resilience and operational continuity of UC San Diego Health by leading and managing business continuity planning, response, and recovery efforts across the organization. The position is responsible for developing, implementing, and maintaining strategies to minimize the impact of disruptions on healthcare services, patient care, and critical operations. This role will require collaboration with cross-functional teams, including organizational leadership, Information Services, and clinical and operational leaders, to identify risks, create actionable plans, and ensure readiness for a variety of potential emergencies.

Under general direction of the Director of Emergency Management, the manager is responsible for collaboratively developing business continuity plans along with disaster / emergency management plans and procedures for UC San Diego Health departments. This position works to identify areas of operations that are vulnerable to disruption, address those vulnerabilities where possible to increase operational resiliency and to develop approaches and plans to assure business continuity during emergencies and disasters.

The incumbent will oversee all aspects of the Business Continuity Program, and collaborate at the department, medical center, and system-wide level with leadership to establish plans to ensure the continuity of operations in all facets of healthcare delivery. This position requires utilization of a proprietary business continuity tool, "UC Ready", to initiate planning processes and track program metrics.

Specific duties and responsibilities may vary depending on department or program needs without changing the general nature and scope of the job :

  • Support department leaders to assess program needs, identify priorities, develop strategic direction, and implement action plans to address program goals in business continuity.
  • Alongside Information Systems, lead digital downtime planning across the organization by working with organizational leaders to develop strategic direction and resources for an organizational Downtime Committee.
  • Facilitate the development of Department Emergency Operations Plans (DEOP's) and incorporate into UC Ready. Ensures DEOP's addresses the needs of the health system and are in alignment with the Business Continuity policy and Emergency Operations Plan (EOP).
  • Provides guidance to department managers to ensure continuity plans comply with Health system, federal, state, regulatory and accreditation business continuity and emergency management requirements.
  • Serve as the "UC Ready" (Business Continuity) application administrator for the health system, managing user accounts and setting up system tables, training stakeholders in the platform, and troubleshooting and resolve any problems with the tool.
  • Design, develop, coordinate and conduct targeted training and educational tools and materials to support ongoing understanding of business continuity principles and practices throughout the organization.
  • Serve as a subject-matter-expert during Hospital Command Center (HCC) activations in response to emergencies affecting the organization up to and including recovery, documentation in after-action-reports, and continuous improvement.
  • Assist in the planning, coordination and execution of trainings and exercises in accordance with The Joint Commission standards and the Homeland Security Exercise and Evaluation Program.
  • Participate with external partners, task forces, committees and agencies regarding emergency management including those at the hospital, local, regional, state and federal levels.
  • Performs other activities related to departmental duties as assigned or requested.

MINIMUM QUALIFICATIONS

  • A Bachelor's degree from accredited college or university with a major related to healthcare, public health, public policy, or closely related subjects and a minimum of three (3) years progressively responsible and directly related job experience in healthcare operations, business continuity, and / or emergency management OR seven (7) years of related experience and training in a healthcare environment working in business continuity.
  • Requires strong leadership, communication, and relationship-building skills to partner effectively across departments and levels.
  • Knowledge of fundamental Emergency Management principles (e.g., HICS, FEMA ICS 100, 200, 700 and 800).
  • Strong computer skills with proficiency in MS Office Suite, and SharePoint for website management.
  • Requires excellent oral and written communication skills, including ability to produce and deliver presentations to diverse audiences, necessary to communicate the intent of business continuity plans and basics of emergency management.
  • Ability to serve as an advanced technical leader providing advice, counsel, and analysis on business continuity and downtime planning. Specifically, the ability to analyze risk related to essential business functions and information systems to identify acceptable recovery time periods and resource requirements, as well as contingency plans.
  • Background in direct patient care in a large health system or in managing complex healthcare operations. Demonstrated experience using critical thinking and decision-making skills in a clinical environment in order to apply emergency management theory and practice.
  • Demonstrated strong critical thinking and project management skills to manage complex and dynamic information, assess problems, and develop effective solutions. Strong analytical and organizational skills to organize, prioritize and manage the successful completion of projects within time and budget constraints.
  • Advanced interpersonal skills and political acumen to communicate with diverse constituencies in a highly matrixed organization. Possesses skills and abilities to negotiate and resolve conflicts involving diverse views and positions and lead diverse groups working on complex issues to consensus and resolution.
  • Demonstrated ability to work adaptively and under considerable pressure and stress during emergencies.
  • Excellent organizational and time-management skills, with the ability to manage competing and dynamic demands and prioritize tasks effectively.
  • Strong writing and analytical skills, attention to detail, and accuracy in all work.
  • Ability to participate on a rotating basis as the weekly on-call Emergency Manager and possesses the experience and ability to respond to major emergencies or critical events.
  • Proven experience actively participating in a Hospital Command Center activation for either exercises or real events.
  • Understanding of hospital operations, critical clinical services, and dependency mapping.
  • PREFERRED QUALIFICATIONS

  • Master's degree in healthcare administration, emergency management, public health, or a closely related field.
  • Business Continuity Professional (CBCP) or similar certifications (e.g., Certified Business Continuity Manager, MBCP).
  • Homeland Security Exercise and Evaluation Program (HSEEP).
  • Certification in Project Management, Program Management, Lean Six Sigma and / or Change Management
  • Demonstrated knowledge about CDPH, Cal OSHA, TJC, CMS and other regulatory requirements and laws related to emergency management in healthcare environments.
  • Experience working in a heavily matrixed organization

    Annual Full Pay Range : $79,200 - $143,400 (will be prorated if the appointment percentage is less than 100%)

    Hourly Equivalent : $37.93 - $68.68

    Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
