Program Manager I

Recruitment Range : $67,582- $75,608

The NC Department of Health and Human Services (DHHS), in collaboration with its partners, protects the health and safety of all North Carolinians and provides essential human services.

The North Carolina Early Intervention Branch (NCEI) is a part of the N.C. Division of Child and Family Well-being. It is the lead agency for the N.C. Infant-Toddler Program (ITP), which provides supports and services for families and their children, birth to three who have developmental delays and / or disabilities. Research shows that birth to three is a critical time frame for working with families to support their competence and confidence as their child's best teacher because of what we know about brain development. This early learning offers a window of opportunity to make a positive difference in how a child develops and learns. The Children's Developmental Services Agencies (CDSAs), the local lead agencies that implement the ITP across North Carolina, work with local service providers to help families help their children succeed.

The primary purpose of this position is to provide clinical and administrative supervision, guidance, technical assistance, and support for the ITP Supervisors, Service Coordinators and other CDSA personnel who serve children referred to and enrolled in the NC Infant-Toddler Program.

This position is also responsible for hiring and training Early Intervention Service Coordinators (EISCs), completing work performance evaluations, and ensuring EISC compliance with State and Federal regulations for the Infant / Toddler Program.

Along with the Director and other staff, this employee is also responsible for training / collaborating with other public and private providers of early intervention services, and participates as a member of the CDSA Management Team in long-range planning, policy and procedure development, and budget management.

This position as Assistant Director, is located within the catchment area of the Concord Children's Developmental Services Agency (CDSA) and is housed in Cabarrus County in the main office in Concord, NC. Some travel outside of the county may be required at times. Duties include working with families and providers to develop functional Individualized Family Service Plans (IFSPs), work with multi-disciplinary teams to determine families' needs for supports and services, conduct home visits, coordinate and facilitate services and transition planning, and participate in the authorization and monitoring of early intervention services.

Management Preferences :

  • Thorough knowledge of regulations, policies, practices and techniques applicable to IDEA-Part C, and the NC Infant-Toddler Program.
  • Skills and experience in planning, developing, directing, and evaluating Infant / Toddler Program services.
  • Skills and experience in supervising and training other professionals.
  • Knowledge of typical child development, developmental delays / disabilities, risk factors, established conditions, and codes used to support program eligibility.
  • Knowledge of Medicaid service definitions and documentation requirements, as well as CPT and ICD-10 codes used to support the billing of Medicaid for Infant / Toddler services.
  • Previous experience working in the NC Infant-Toddler Program. Considerable knowledge of North Carolina Infant-Toddler Program Policies and Part C of IDEA.

Minimum Education and Experience Requirements :

Bachelors degree from an appropriately accredited institution and three (3) years of program experience related to the area of assignment, including one year of supervisory program experience; or an equivalent combination of training and experience.
